As a Supervisory Emergency Management Specialist, you will serve as the Zonal Branch Chief (ZBC) and Regional Emergency Coordinator (REC).

Location of position: Field Operations and Mission Resilience Division of the General Services Administration (GSA).

Help

As a Supervisory Emergency Management Specialist, you will be responsible for the following duties:

  • Ensure the regional implementation of all national policies, practices and directives affecting regional crisis management and continuity of operations programs, emergency/ disaster response policy and all-hazards plans; ensures policy and plans are properly coordinated and implemented in relation to the Agency's mission and associated functional roles and responsibilities in support of (including but not limited to): the National Response Framework (NRF); Continuity of Operations (COOP); and other contingency and emergency/disaster management support missions.
  • Provide supervisory zonal leadership on zonal operations for Continuity, Emergency Management and Resilience programs. 
  • Exercise supervision of direct report employees within the zone, facilitating the achievement of program accomplishments, project goals and objectives to a dispersed, virtual Emergency Management, Continuity and Resiliency workforce. Translates regional "best practices" into program improvements and high-performance work teams.
  • Serves as a technical advisor to officials regarding the administration of the programs. Provides performance reviews as necessary of all direct report employees and maintains discipline within the zone.

    This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework and remote work arrangements that are geographically specific to: Kansas City and Lakewood, CO.

  • Undergo and pass a background investigation (Tier 5 investigation level).  You must be granted this clearance before you can start the job.
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Serve a one year probationary period, if required
  • Serve a one year supervisory or managerial probationary period, if required
  • Submit to periodic and random drug testing where a urinalysis will be used to screen for illegal drug use. A negative test result is required before you start.

The GS-14 salary range starts at $124,113 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is defined as experience leading emergency management personnel in the performance of emergency management program activities of private, federal, state, local, tribal, and/or territorial entities, including using analytical, evaluative, leadership, and operational performance skills to execute preparedness, resilience, continuity, and disaster support activities.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Knowledge of policies and guidance in emergency management, continuity of government, regional security management.
  2. Knowledge of security management in the areas of continuity programs.
  3. Ability to supervise high performance work teams.
  4. Skills in written and oral communications.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges: 

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

We will verify your answers to the questions in your resume.  If your resume doesn’t support your answers, we may lower your score, which could place you in a lower category.

Within each category, veterans will receive selection priority over non-veterans.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
