As a Sr. Information Technology (ENTARCH/CLOUD), you will be responsible for developing and supporting the implementation of the Agency's IT Cloud Strategy.  You will provide strategic technical direction, advice, and consulting services throughout the NRC to program owners who develop, operate, and maintain IT applications and their supporting infrastructure.  Duties may include but are not limited to:

  • Evaluating the feasibility of cloud offerings to host and support infrastructure, platform, and software services.
  • Providing guidance on best practices in planning the implementation of and/or transition to cloud services. Collaborating with application owners and technical SMEs to develop and implement strategic plans and roadmaps for IT application migrations to the cloud.
  • Conducting industry research regarding the use of cloud capabilities and performing assessments of new and emerging cloud technologies.
  • Developing and supporting the implementation of standards for management and use of new and emerging cloud technologies.
  • Serving as an Agency representative at relevant government and industry-sponsored conferences, trade shows, seminars, and workshops. 
  • Working closely with other IT solution category managers, governance boards solution category managers, and governance boards to identify interdependencies to ensure that cloud standards are appropriately applied to new releases and architecture changes.
  • Performing a wide variety of other activities associated with the use and adaptation of new technologies including development, implementation, operation, and maintenance of agency IT infrastructure, enterprise IT services and business applications.
  • Performing the full range of contract project officer duties including researching and validating technical merit of recommended solutions and services, assessing and validating project plans and schedules; developing independent government cost estimates and statements of work; monitoring projects to ensure they are staying on schedule and within budget; dynamically prioritizing and approving project and schedule adjustments due to new requirements and/or changing priorities and reporting issues to management.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.  

The ideal candidate will be able to demonstrate the following:

Demonstrated expert knowledge and understanding of a broad range of current, state-of-the-art information technologies and evolving technology trends, and the ability to quickly research, obtain information and demonstrate understanding of new technologies as they evolve.

Demonstrated ability to identify, vet, and introduce new technologies into the enterprise through thorough alternatives and cost-benefit analysis.

Demonstrated ability to evaluate complex programmatic challenges and opportunities and to communicate them to staff and executive level management in an effective manner.

Demonstrated ability to write or revise technical and/or policy materials in the IT field, such as research papers, strategic plans, project plans, concepts of operations, policy directives, procedure manuals, and user guides.

Demonstrated ability to work closely with people of diverse organizational roles, including senior agency management, to achieve integrated, workable and acceptable IT studies, solutions, policies, standards, and guidelines.

SPECIALIZED EXPERIENCE is defined as: experience in developing and managing complex IT projects in hybrid cloud environments; transitioning services to the cloud to include design, planning, acquisition, and implementation; managing cloud services and associated cloud management technologies; using virtualized resources in commercial cloud environments and deploying and scaling applications using strategies optimized for these environments; and experience overseeing contractors and providing technical guidance.

Additional information

The duty station for this position will be negotiated at the time of selection, as determined by the hiring manager. In general, employees are expected to be in the office at a minimum of 4 days per pay period**.  Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
