Summary

As an Engineering Technician (Mechanical), you will execute mechanical engineering activities that support major, state-of-the-art Energy Savings Performance Contracts (ESPCs) and activities.

Location of position: PBS Facilities Management Division in New York City, Brooklyn, Central Islip, Syracuse, or Buffalo NY, or Newark, NJ, or Hato Rey, PR.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

  • Serves as the primary subject matter expert for engineering and technical issues, and leads program review sessions with customers to discuss cost, schedule, technical requirements, and performance of Energy Savings Performance Contracts (ESPCs).
  • Serves as the technical lead in the evaluation of proposals, business plans, specifications, operating budgets and technical terms/conditions of ESPCs.
  • Reviews designs for compliance with engineering principles, company standards, customer contract requirements and related project specifications.
  • Reviews energy savings calculations, measurement and verification plans and protocols.
  • Serves as the lead and facilitates performance contracting to third-party financing, including but not limited to: acquisition planning, developing solicitations, evaluating proposals, leading negotiations, awarding contracts, and administering the post-award phase.
  • Performs review and analysis functions to include cost/price analysis used to determine price reasonableness.

  • May be required to participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).

The GS-13 salary range starts at $103,409 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

Specialized experience is defined as experience in administration and operation of project management that includes project negotiations, inspection programs and updating of mechanical/electrical schematic drawings.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Expert knowledge of mechanical engineering principles and specifications to manage and execute technical engineering activities for NCR’s portfolio of Energy Savings Performance Contracts (ESPCs).
  2. Knowledge and familiarity with related engineering fields (e.g., civil, electrical, structural) principles and practices applicable to the full range of technical mechanical engineering duties concerned with the design, operation and inspection of finished work and work in process.
  3. Skill in performing analysis and analysis review and evaluation of proposals, business plans, specifications, operating budgets, and technical terms/conditions of ESPCs.
  4. Skill in reviewing energy savings calculations, measurement and verification plans, protocols, and related functions to ensure compliance with engineering principles, company standards, customer contract requirements and related project specifications.
  5. Ability to understand complex plans and specifications and to monitor contractors work for conformance to contract requirements.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges: 

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

Within each category, veterans will receive selection priority over non-veterans.
