Duties

Help

  • Manages and conducts multiple complex data analysis projects requiring coordination with other branches or divisions across the organization and using multiple approaches common to the field of data science including data visualization tools, data bases, date collection systems, robotic processing automation, and artificial intelligence/machine learning (AI/ML) techniques to solve complex problems, answer ad-hoc queries and support data driven decision makers in support of FDIC’s acquisition lifecycle.
  • Develops, implements, and maintains a data strategy that defines the technology, processes, people and rules required to manage an organization’s information assets; includes a data dictionary to document consistent data element naming, format, value conventions and structure of database.
  • Conducts data operations to include provisioning data so it can be reused and shared; providing rules and access guidelines for data; moving and combining data residing in disparate systems; filtering and cleaning data by reviewing computer reports, printouts, and performance indicators to locate and correct code problems; developing and implementing databases, data collection systems, data analytics and other strategies to optimize statistical efficiency and quality; providing unified, consistent data views for structured, semi-structured, and unstructured data and its movement across and between all systems.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Basic Requirements:
  1. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR
  2. Combination of Education and Experience: Courses equivalent to a major field of study (30 semester hours) as shown directly above, plus additional education or appropriate experience.

In addition to meeting the Basic Requirements above, applicants must meet the following:

Specialized Experience: Applicants must have completed at least one year of specialized experience equivalent to at least the grade 13 level or above in the Federal service. Specialized experience is experience 1) utilizing data analysis tools, data visualization tools, and data reporting platforms and tools (e tools); 2) conducting analysis using structured and unstructured datasets; and 3) conducting analysis using languages such as Python, Power Query, or DAX.

Additional information

Selectee(s) for this position will be required to report to their duty station office at least 1 day per pay period beginning January 2, 2024, and at their supervisor’s direction to support mission and project needs. In person reporting requirements are expected to increase in July 2024.

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 26.91% to a high of 33.41%.   1. Skill in utilizing data visualization tools (such as R, Python, D3, Tableau, MS BI) to communicate and display analytical results including the development of graphics, charts, and visualizations.
  2. Skill in designing visualizations tailored to specific audiences and the identification and implementation of appropriate AI/ML methodologies.
  3. Knowledge of acquisition lifecycle/contracting process including contract types and methods, pre- solicitation planning, solicitation, evaluation, award and administration and oversight.
  4. Skill in communication and negotiation techniques to establish and maintain working relationships within the Agency and Division as well as other federal regulators, government agencies, and private sector organizations.
  5. Ability to organize and analyze information and produce authoritative reports, briefings, and presentations.  
  6. Ability to develop and implement automated solutions to analytical problems including identification and on-boarding of relevant data sources; data cleansing, manipulation, and creation of derived metrics.
