Duties

Help

  • Identifies opportunities for developing and implementing analytic tools for Claims Administration systems, applications, and end-users to improve the efficiency of program operations. Analytic tools include artificial intelligence/machine learning (AI/ML) models, data visualizations, and other analysis supporting research, policy and risk assessment for insurance, supervision, and resolution activities. 
  • Identifies and applies complex analytical techniques such as statistical and econometric analysis, machine learning algorithms, data mining, metadata management, and data standardization to data management and deposit insurance matters.
  • Leads the development of auditable, flexible, repeatable, and scalable extract transform and load (ETL) or extract load transform (ELT) capabilities on structured and unstructured data sources in a variety of formats from multiple sources.
  • Gathers, analyzes, and presents a wide range of financial information pertaining to FDIC-insured commercial banks and thrifts, deposit insurance determinations, deposit payment transactions, industry trends and reports findings, conveys complex concepts and conclusions to Branch, Division and Corporation senior management, and translates results of analysis into clear, actionable communications that equip business decision makers to make informed, data-driven decisions.
  • Researches and investigates new or improved business/management practices or automation to enhance the effectiveness/efficiencies of Divisional programs or operations. This includes analyzing new or proposed legislation or regulation and evaluating proposed changes in mission, operating procedures and delegations of authority, to determine impact on program operation. Evaluates a variety of data sources to programmatically prepare, clean, and augment imperfect deposit insurance data (using techniques of probabilistic matching, imputation of missing values, etc.) for business analytics

The candidate selected will be offered a term appointment not-to-exceed two years which may not be extended beyond the maximum four year time limitation.  

Qualifications

Qualifying experience may be obtained in the private or public sector. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must meet the Basic Requirements and the minimum qualifications to qualify for each grade they wish to be considered for.
Basic Requirement
  1. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

    OR

  2. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

In addition to meeting the Basic Requirement above, applicants must also meet the minimum qualifications to be considered:

To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the GS/CG-13 grade level or above in the Federal service.  Specialized experience is defined as experience 1) designing or developing data analytics/science  financial products using probabilistic modeling, structured finance modeling, machine learning, or artificial intelligence; 2) conducting analysis using software and/or SQL, Python, R or Apache Spark languages to test hypotheses and predict outcomes; AND 3) using data tools and techniques to process datasets into structured formats for matching, analysis.

Additional information

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 16.82% to a high of 51.75%. This position is currently eligible for the Remote Work Option (RWO), which is explained here.

Salary reflects a pay cap for this position of $252,500.

  5. Ability to identify the methods, processes, algorithms, tools, and systems to extract and interpret findings from structured and unstructured data sets related to industry wide financial applications.
