Help

The primary purpose of this position is to serve as a Supervisory Personnel Security Specialist (Deputy Chief of the Personnel Security Division), in the Personnel Security Division (PSD), Office of the Chief Security Officer (OCSO), Department of Homeland Security (DHS). The PSD is responsible for planning, directing, and coordinating personnel security-related issues for Headquarters applicant, employee, and contractor background investigations.

Duties performed:

  • Directs planning sessions with representatives of DHS components on matters of evaluation of program standards, policies, goals, objectives, and activities.
  • Develops, promulgates, and implements Departmental personnel security policies consistent with Federal personnel security standards and guidelines in conjunction with the Chief-PSD.
  • Continually evaluates the effectiveness and adequacy of personnel security division programs, operations, work methods and techniques.
  • Exercises significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank.
  • Approves expenses comparable to within-grade increases, extensive overtime, and employee travel.

  • This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program. The incumbent is required to sign a Condition of Employment form (for certain positions identified for drug testing) and must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer; and employee will be subject to random testing while employed with the Department in a TDP.

  • Supervisory Probationary Period: This is a supervisory position. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a 1-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.

Qualifications

Specialized Experience:

GS-15: Applicant must have at least one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties:

  • Evaluating agency policies and procedures to recommend changes to personnel security programs;
  • Overseeing operations of applicant background investigations;
  • Adjudicating denials, appeals and/or revocation of security clearances; and
  • Evaluating work of subordinates to make decisions on work issues.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

You will receive credit for all qualifying experience, including volunteer experience.


OTHER REQUIREMENTS OF THE POSITION:
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime, and/or 24/7 shift schedules, and/ or on-call and standby duty status.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to work in shifts on a rotational basis in support of 24-hour operations.
  • This position requires a pre-employment drug test, and you must have a negative drug test result prior to appointment into the position.
