Summary

The incumbent will serve as the Zonal Fleet Director. They are responsible for the overall management of the GSA Fleet service offerings provided to customer agencies within Zone 3.

Location of position: Federal Supply Acquisition Service, Office of Fleet Management (Zone 3).

Duties

Help

  • Manages the overall policy and execution of the Fleet Management program within the Zone. Establishes goals and objectives for the Zone. management programs involve guidance and assistance to. Provides direction on activities of Federal agencies and improving the management and operations of motor equipment by these agencies.
  • Determines which personnel, financial, and material resources are needed to accomplish the mission of the Zone and justifies these decisions to higher authorities, composing rebuttals when requests are disapproved. Revises plans in response to changing program requirements and resource availability.
  • Maintains continuing liaison with customer agencies, federal, state, and local officials, and commercial vendors in regard to the nature and quality of services rendered by the Zone as well as on individual problems.
  • As the Zonal Fleet Manager, the incumbent supervises through subordinate managers and various subordinate supervisors the activities of the zone.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area.

The GS-15 salary range starts at $123,041.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities. Your responses to these questions must be supported by your resume or your score may be lowered.

  • Ability to direct a Zone that performs various technical and administrative work involved in the overall management of vehicles, equipment, and services for Government agencies. Knowledge of GSA Fleet vision, mission and goals. Skill in advising senior level management on technical and policy aspects of mission operations.
  • Ability to direct the development of budgetary and work performance standards and goals including appropriate statistical and summary justification and analyses. Ability to analyze the work that needs to be done by the various segments of the Zone to determine the number of resources needed and the skills required.
  • Ability to assure the operation of an effective system of communication within the Zone. Ability to make decisions on actions and services provided, policy, or procedures that have a major impact on other civilian and military activities that receive our services, internal GSA operations that support our program, and the commercial automotive industry.
  • Knowledge of supervisory skills with ability to oversee and coordinate the provision of administrative and personnel items for the Zone on human resource matters. Skill in ensuring that timely performance of a satisfactory quality and quantity of work is being performed.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.  If selected, you may be required to provide supporting documentation.
