06C089A (GS-11 Statement of Difference) - This is an advanced developmental position leading to the full performance level of GS-12. The duties at this level are characteristic of the full performance PD. Duties will be gradually broadened so that the incumbent is eventually performing all the duties of the full performance level, position description number 06C0890.
At the full performance level, the Management and Program Analyst (Management Support Specialist) Provides analysis, advice, consultative services and management support to leadership, managers and supervisors throughout and in the Teleservice Center (TSC) offices in a region or throughout a Mega Teleservice Center (Mega TSC).

Qualifications
Applicants must have 52 weeks of specialized experience, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower grade level in the normal line of progression for the occupation in the organization.
GS-11: Fifty-two weeks of specialized experience at least equivalent to the GS-9 level. Examples of specialized experience include fraud and abuse detection (e.g., conducting review of information where opportunities for fraud is suspected, developing documentation and making appropriate referrals for future action, etc.) or system support and liaison (e.g., troubleshooting systems problems, identifying systems problems and providing input to management, acting as a resource person to co-workers on systems usage, etc.) or administrative management (e.g., assigning, coordinating, or assessing the work activities of a group of employees, making suggestions for improvements in administrative practices and/or workflow, conducting review of systems security and making recommendations for corrective measures, interpreting changes in policies and procedures and ensuring compliance with any new procedures, etc.)
GS-12: Fifty-two weeks of specialized experience at least equivalent to the GS-11. Examples of specialized experience include FRAUD AND ABUSE DETECTION (e.g., conducting review of information where opportunities for fraud is suspected, developing documentation and making appropriate referrals for future action, etc.) or SYSTEMS SUPPORT AND LIAISON (e.g., troubleshooting systems problems, identifying systems problems and providing input to management, acting as a resource person to co-workers on systems usage, etc.) or ADMINISTRATIVE MANAGEMENT (e.g., assigning, coordinating, or assessing the work activities of a group of employees, making suggestions for improvements in administrative practices and/or workflow, conducting review of systems security and making recommendations for corrective measures, interpreting changes in policies and procedures and ensuring compliance with any new procedures, etc.)

Education
For GS-11: Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree, or LL.M. in a field that is directly related to the position.
For GS-12: Substitution of education is not applicable at this grade level.
Combining Education and Experience: Experience and education as described above may be combined to meet the minimum qualification requirements. Experience and education will be computed as percentages of the overall requirements and must equal to 100 percent when combined. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
Note: One year of full-time graduate education is considered to be the number of credit hours that the school you attended has determined to represent one year of study. If this information cannot be obtained from your school, we will consider 18 semester/27 quarter hours to be equal to one year of full-time study. If selected, you may be required to provide your official college transcripts prior to the effective date of the personnel action placing you into the new position.

Position to be filled under the provisions of the Management Officials Promotion Plan. The best-qualified list for this vacancy may be used to fill the same or similar positions in a component(s) under the same Deputy Commissioner. Additional selections may be made within 6 months of the date the best qualified list is issued.
