Summary

As a Data Scientist, you will serve as the subject matter expert in the highly technical and specialized area of data sciences, performing complex studies that span business processes and operations at the program and enterprise levels. 

Location of position: This is a VIRTUAL position within General Services Administration, Office of Government-wide Policy, Office of Evidence & Analysis.

Help

  • Consult with stakeholders and customers to identify the appropriate data, methodological approach, and design for projects to evaluate program effectiveness.
  • Conduct observational analyses using software and/or programming languages such as R, Python, or SQL to explore/group data, test hypotheses, predict outcomes, and inform decisions. Derive meaning from big data (i.e. datasets that may be large, disparate, unstructured, and/or complex).   
  • Translate complex concepts, findings, and limitations into concise, plain language. Closely tie findings and conclusions into the agency mission, original problem statement and team objectives. Research and design presentations and interpretations of analytical outputs tailored to specific audiences, including the use of interactivity and narrative storytelling where appropriate. 
  • Work with teams to develop data products and definitions. Use appropriate analytic and statistical software to programmatically prepare data for analysis and clean imperfect data. Determine the adequacy of input data and ensures integrity and pertinence of output data.
  • Collaborate with teammates, customers, and stakeholders in a reproducible and organized manner.

The GS-14 salary range starts at $122,198 per year.  The salary shown in this announcement includes Locality Pay. The Locality Pay will be determined once the selectee's duty location has been established.

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.  

BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Data Scientist.

A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

For GS-14

SPECIALIZED EXPERIENCE: In addition to meeting the basic requirements, applicants must have at least one year of specialized experience equivalent to GS-13 grade level of the Federal service as defined. Specialized experience is experience organizing and moving large amounts of structured and unstructured data; conducting complex analyses using software and/or programming languages to explore data, test hypotheses, predict outcomes, and inform decisions; deriving meaning from big data to influence agency decision making; analyzing complex data elements and systems, data flows, dependencies, and relationships; translating complex concepts, findings, and limitations into concise, plain language; developing and presenting findings using compelling qualitative and quantitative visualizations that influence key decisions and improve organizational outcomes.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  1. Skill in analyzing data, applying and explaining the statistical and mathematical principles used. 
  2. Knowledge in organizing and analyzing large amounts of structured and unstructured data sets using data analytical tools (including R, Python, SQL, Scala, Java programming language), to include experience locating, accessing, merging, cleaning, and standardizing data, and developing derived metrics.
  3. Ability to present the results of in-depth analysis or technical concepts using oral, written, and visual mediums to a non-technical audience, and to effectively articulate the limitations of data findings.
  4. Skill in quantitative analysis, covering a comprehensive range of techniques.
  5. Skill in working across organizational boundaries to identify and resolve data quality issues and drive an organization towards better data practices.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
