Summary

As a Program Analyst, you will serve as a senior program analyst to top management and provide expert analysis on a variety of subject matter for initiating and leading projects involving the evaluation of agency programs and operations.

Location of Position: General Services AdministrationFederal Acquisition Service,  Office of Strategy and Innovation (QP).

This position is remote and the duty location will be determined upon selection.

Duties

You will be responsible for the following duties, including but not limited to:

  • Plans and executes major agency professional, technical, administrative, fiscal and other specialized programs.
  • Serves as a center of expertise for the program by providing key input to policy development and implementation at the agency headquarters level.
  • Provides leadership, expert assistance and authoritative advice on interpretation of governing policy in the designated program area.
  • Researches the most sensitive, complex or otherwise controversial issues, utilizing all resources available.
  • Develops long range plans and recommendations as to the best methods to utilize to meet organizational goals, objectives and to adapt to changing needs based on knowledge of known and projected program requirements.

The GS-14 salary range starts at $122,198 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience is experience directly related to the application of analytical and evaluative methods and techniques for reviewing assigned programs. Applicant must have experience in acquisition business process improvements concerning the efficiency, effectiveness and improvement of business operations

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities. Your responses to these questions must be supported by your resume or your score may be lowered.

  • Analytical skills to apply a wide range of  qualitative and/or quantitative methods for the assessment and improvement of program effectiveness. 
  • Professional or administrative field to apply  experimental theories and new developments to problems not susceptible to treatment by accepted  methods and to make decisions or recommendations significantly changing, interpreting or developing  important public policies or programs.
  • Knowledge of the agency's missions, programs and  legislative history to develop and advise on policies to implement program goals. Develops, plans, and carries out vital projects and  programs which are central to the agency's Central Office/regional functioning and/or in  isolating and defining unknown conditions, resolving critical problems or developing new theories.  The purpose of the work is to analyze and evaluate major administrative aspects of substantive  mission-oriented programs
  • Skill in oral communications to present sensitive  recommendations to higher authority, to obtain compliance with policies from activities within the  regional or Central Office setting, to articulate positions/ policy of vast technical complexity and to represent the  agency on task forces.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
