The Catalog Management Office (CMO) is a centralized program management office responsible for long-term governance and operational leadership of FAS’ current and planned catalog management activities. The CMO's vision is to deliver and maintain a superior catalog management capability that improves the buying and selling experience for customers, industry partners, and the GSA workforce by making processes and systems simpler, more modern and more efficient.

You will be responsible for the following duties, including but not limited to:

  • Serve as a Senior Program Analyst (Data Analytics) and advisor to leadership at the Division and Group level in leading and coordinating the efforts of other Agency professionals and contractors in solving
    complex and far reaching data management issues and problems for a wide range of systems, applications and customers.
  • Conduct observational analyses using software and/or programming languages such as Tableau, Advance Excel, and SQL to explore/group data, test hypotheses, predict outcomes, and inform decisions. Derive meaning from big data (i.e. datasets that may be large, disparate, unstructured, and/or complex),including structured, loosely structured, and unstructured data.
  • Provide technical advice in the development and analysis of pilot initiatives and applications, and makes recommendations to management on the use of such technology as it relates to Agency data.
  • Develop and manage an efficient project organizational structure and apply system architecture principles to projects.

The GS-13 salary range starts at $103,409 per year. 

The GS-14 salary range starts at $122,198 per year.

To qualify at the GS-13 grade level, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

Specialized experience is technical data analytics expertise in working with teams to develop data-driven solutions, products and definitions that address program and business challenges. This experience must include:

  • Consulting with diverse stakeholders and using analysis tools to design and implement data analyses;
  • Using appropriate analytic and statistical software to programmatically prepare data for analysis and clean imperfect data;
  • Translating data analyses into meaningful, easily understood communications;
  • Conducting observational analyses using software and/or programming languages such as R, Python, SQL, or SAS to explore/group data, test hypotheses, predict outcomes, and inform decisions, and
  • Providing input to management for decisions on an organization’s enterprise data environment, automated solutions (including visualizations), and/or data management practices.

To qualify at the GS-14 grade level, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Specialized experience is experience leading and coordinating efforts in solving complex and far reaching data management issues and problems; applying a wide range of quantitative methods to identify problems, identify, extract, and analyze data. This experience must include:

  • Applying leadership, expert assistance, and authoritative advice in performing data analysis and improving program effectiveness and efficiency;
  • Collaborating with internal and external customers to design and implement information systems;
  • Designing and developing observational analyses using software and/or programming languages such as R, Python, SQL, or SAS to explore/group data, test hypotheses, predict outcomes, and inform decisions; and
  • Managing, developing, and evaluating business data systems to present information to senior executives for use in the decision making process.

  • Knowledge of Python, Tableau, SQL, Advance Excel tools and other data analysis in order to plan and execute major data analytic studies that materially affect projects, programs, and initiatives.
  • Skill in applying advanced data analytic principles, concepts, methods, standards, and practices.
  • Ability to communicate moderately complex ideas in writing in order to formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations.
  • Skill in applying data mining, data storage, and data warehousing concepts, methods, and technology; data modeling methodologies; and database management systems, operating systems, technical architecture, and network topology sufficient to apply and adapt new and improved approaches to the design, development and implementation of data management.
