Summary

A successful candidate will serve as a Program Analyst in NNSA's Office of the Administrator for Defense Programs and will be responsible for extensive knowledge and expert understanding of the full array of program management principles, national security policy impact on the Defense Programs mission, laws, regulations, and procedures to perform analytical and/or administrative staff assignments of exceptional scope and difficulty.

As a Program Analyst, you will perform the following duties for the following grades:

EN-03:

  • Provide expert advice and guidance to senior program, project, or field site managers and their staffs, concerning the development of new and revised performance measurement systems and related directives to meet changes in national policy, legislation, Congressional reporting requirements, Executive Orders, OMB guidance, and other regulations and policies, and to enhance performance evaluation.
  • Monitor DOE, NNSA, Office of Management and Budget and Congressional action on program plans and initiatives in order to anticipate and advise senior program managers of major changes in policy impacting program direction, timelines, or funding levels resulting from congressional actions and executive orders. Analyze program adjustments and evaluates the impact of alternative levels of effort and resources on accomplishing established objectives.
  • Apply an authoritative knowledge of a variety of qualitative and quantitative program evaluation methods, concepts, principles, and related administrative laws, and regulations; and the financial and budget relationships between other major NNSA and/or interagency programs to develop and perform analyses of proposed program plans and related funding projections for major changes in program direction or new program initiatives.
  • Attend meetings and internal agency program and policy reviews, providing expert advice concerning the impact of policy changes on planned program decisions and budgetary activities. Lead or participate in quarterly program reviews to determine whether the contractor is accomplishing the agreed to scope of work within the funding and performance measures for the program.
  • Consult with your supervisor on potentially controversial situations, issues, or problems having widespread or critical impact on assigned programs and activities. Completed work is reviewed for overall success in achieving strategic program and financial management goals, to ensure the effectiveness and compatibility with overall policy and program guidelines, and to assess the effectiveness of actions and recommendations in meeting new or significantly revised program objectives, schedules, and deadlines.
EN-04:
  • Develop departmental or government-wide program management policies, regulations, directives, policies, and programs. Such assignments typically require the application of an extensive background and experience in policy or one or more program areas to the analysis, interpretation, application, or extension of existing programmatic policies and regulations.
  • Develop, in concert with senior NNSA officials, internal guidance for use by headquarters, site offices, and contractors in preparing program budget materials and adapting budgets to meet national security objectives. Evaluate the reasonableness of assigned NNSA program budget estimates in view of OMB and DOE guidelines, prior-year DOE, OMB, and Congressional actions, and program data.
  • Plan, organize, and lead or personally perform analytical studies involving the policy impactions and substance of key DOE/NNSA programs that are often closely linked to similar programs of other agencies and/or of highly significant interest to top management of NNSA headquarters, field sites, and/or national laboratories, and the Congress.
  • Coordinate development of technical and operational plans for DOE/NNSA headquarters and/or field components in programs of major interest to other Federal agencies and/or other nations, including initiation of correspondence for the endorsement or signature of top DOE/NNSA officials and counterparts in outside entities, e.g., DoD, State, DHS, the National Security Council, International Organizations, etc.
  • Keep the supervisor informed of only the most controversial findings, issues, or problems that may have a critical or profound impact on one or more major fundamental management programs, strategic policy goals, or department wide business operations. The incumbent's findings and recommendations are considered authoritative and are usually accepted without review or significant changes.

SPECIALIZED EXPERIENCE REQUIREMENTS

You must possess the following specialized experience depending on the grade you're applying for:

Specialized experience for this position is defined as experience conducting at least 3 of the following activities:

3. Working on analytical studies
4. Partnering with stakeholder organizations
5. Effectively communicating orally and in writing


EN-04: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level (EN-03 or GS-13) in the Federal Service.

Specialized experience for this position is defined as experience conducting at least 3 of the following activities:
1. Providing expert advice and guidance to senior program, project, or field site managers and their staffs
2. Managing national security-related programs
3. Planning, organizing leading or personally performing analytical studies
4. Partnering with stakeholder organizations
5. Effectively communicating highly complex, sensitive issues
