WHAT IS THE FACILITIES MANAGEMENT AND SECURITY SERVICES (FMSS)DIVISION?

A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions

Vacancies will be filled in the following specialty areas:

  • Facilities Management and Security Services Operations West
  • Facilities Management and Security Services Operations East
  • Facilities Management and Security Services Operations Mid-Atlantic
The following are the duties of this position at the full working level.
  • CUSTOMER SERVICE/SERVICE IMPROVEMENT: Implements and monitors management control procedures in accordance with regulations and other appropriate guidance and direction, to ensure that adequate control systems are functional, so Government personnel and resources are safely and effectively managed. Provides support for the installation of countermeasures. This includes identifying and securing countermeasure placement utilizing the Interagency Security Committee (ISC) Standards and requirements or guidelines in the Physical Security program.
  • INCIDENT AND ASSESSMENT DOCUMENTATION: The employee reviews, analyzes, and processes all incidents or threats reported to the Situational Awareness Management Center (SAMC) in order to detect incidents that may indicate predictive or actual insider threat activity based on Potential Risk Indicators (PRIs). Once an incident is determined to have a direct link, or suggests the potential of being linked, to an insider threat activity, a detailed report will be generated detailing the level of risk and distributed to the Insider Threat Working Group.
  • PROJECT MANAGEMENT/IMPLEMENTATION: Plans, schedules, and implements security projects in assigned areas. Projects at this level typically involve a small facility or a limited scope project in a large facility or a facility with a higher facility security level (FSL). This includes completing the Scope of Work (SOW), gathering floor plans and cost estimates, inputting procurement and funding actions using available computer systems, tools, and programs.
  • DOCUMENTATION: Uses technical expertise to complete written reports and briefing documents developed from site reviews and risk assessments. Reviews and provides feedback on the reports and findings of lower-graded employees. Conducts Contractor Security Assessments (risk assessments for contractors), using the ISC Risk Management Process.
  • EMERGENCY MANAGEMENT: Coordinates emergency incidents to provide support to first responders. Provides responses to complex or significant emergencies incidents, including reporting and recording them to appropriate management levels and authorities. Plans and conducts emergency evacuation, shelter in place, and active shooter drills designed to improve efficiency and safety of the participants. Makes observations and debriefs participants to make future drills better.
If this position has promotion potential and you are selected at a grade level lower than the full working level, you may be non-competitively promoted to more complex duties and work more independently, as your career progresses. For example, you may be hired as a GS-05, but if the position has promotion potential to GS-11, then you can move from a GS-05 to a GS-11 in as little as three years. Promotions are not automatic, and may occur after you have:
  • met time-in-grade requirements;
  • performed at an acceptable level of competence; and
  • demonstrated your ability to perform work at the next higher grade level.
