We are currently filling one vacancy, but additional vacancies may be filled as needed.

  • Performs assignments consisting of data analytical problems of a procedural or factual nature, and assists higher graded analysts with executing data analytic studies that materially affect the   Service’ projects, programs, and initiatives. Applies routine quantitative and qualitative methods to leverage data as a strategic asset to support performance and decision making, improve transparency, spur innovation and learning, and promote accountability. Conducts basic research and data analysis.
  • Utilize basic familiarity with SQL and VBA programming in addition to Microsoft Access, Excel, Google Sheets, and/or other analytic tools to extrapolate standard data from the GSA national systems through Open Database Connectivity (ODBC). Uses data visualization tools, such as Tableau or MicroStrategy, to design and present information that is visually consistent and intuitive.

  • Develops routine narrative reports and/or fact sheets on technical, process, policy or organizational problems based on system data or ad-hoc data collection. Provides recommendations for resolution of stated issues.

The GS-09 salary range starts at $60,905 per year.  

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service. 

Specialized experience is experience maintaining and reviewing the data in data management systems in order to identify errors, data discrepancies or other problems in order to correct or recommend solutions; or assisting with quantitative or qualitative analyses of data in data management systems to develop reports or recommendations to management on improvements to business processes, projects, or systems.

If you are selected at a grade lower than the full performance level, you may be promoted up to that grade level without having to re-apply or compete against other applicants.

Relocation-related expenses are not approved and will be your responsibility.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered. 

  • Knowledge  and understanding of the purpose and intent of business systems, varied software applications and qualitative and quantitative data gathering and analysis techniques and methodologies to perform standard data analysis roles. Ability to manipulate and extrapolate data, perform basic queries and generate reports.
  • Knowledge of computer terminology and concepts to consult with computer specialists and other analysts regarding problems in, or enhancements to various data systems, data relationships, and functionality of tools used to gather and evaluate data.
  • Skill in written and oral communications to explain and implement business systems and data management decisions and practices.
  • Knowledge of the intent and purpose of policies and initiatives related to data management. Ability to gather, evaluate, and format standard data in connection with the compilation of statistical information and the preparation of recurring reports. Written and oral communications skills to explain and implement standard data processes and data management decisions and practices

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.  If selected, you may be required to provide supporting documentation.
