Summary

The Rating Veterans Service Representative (RVSR) works as a member of one of the processing teams established in the Veterans Service Center (VSC). The RVSR works in concert with members of his/her team or other teams, serves as a decision maker for claims involving rating decisions. The RVSR analyzes claims, applies VA's Schedule for Rating Disabilities (Rating Schedule), and prepares rating decisions informing the VSR and/or claimant of the decision, the bases, and reason for it.

The Rating Veterans Service Representative (RVSR) works as a member of the Intake Processing Center or in special missions of the Veterans Service Center. The incumbent serves as a decision maker for claims involving rating decisions. The incumbent determines service-connection, percentage of disability, permanent and total disability, entitlement to compensation, pension, vocational training, medical and dental treatment, automobiles, or other conveyances, insurance, specially adapted housing, dependent education allowances, and other ancillary benefits. Specifically, the RVSR will:

  • Analyze claims to determine if diseases and injuries were incurred in or aggravated by the military service in the line of duty for purposes of compensation, hospital treatment, prosthetic appliances, and related employment and compensation benefits.
  • Determine a need for examinations or re-examinations for observations of Veterans and their dependents and the character of such examinations.
  • Determine the permanent incapacity and/or the competency of Veterans and their dependents.
  • Apply VA's Schedule for Rating Disabilities (Rating Schedule) and prepare rating decisions informing the Veterans Service Representative and/or claimant of the decision and reasons and basis for it.
  • As dictated by the circumstances of the claims case, may directly communicate and interact with Veterans and their representatives/advocates.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:03/06/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.

  • For a GS-11 position you must have served 52 weeks at the GS-10 grade level.
  • For a GS-12 position you must have served 52 weeks at the GS-11 grade level.

Minimum Qualification Requirement: You may qualify based on your experience and/or education as described below:

For the GS-11 Grade Level:
  • Specialized Experience: Applicants must have one year of specialized experience at least to the next lower grade level (GS-10) in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience explaining federal or state-administered benefits decisions to claimants to help them gain an understanding of claim determinations; AND evaluating evidence and allegations to draw sound conclusions regarding benefit claims.
OR
  • Education Substitution for GS-11 grade level: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (Must submit transcripts.);
OR
  • Combining Education & Experience for GS-11 grade level: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. For the GS-12 Grade Level:
  • Specialized Experience: Applicants must have one year of specialized experience at least to the next lower grade level (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience determining the eligibility for federal, state, or local administered benefits, such as: disability, education, housing, medical and/or veterans' benefits; AND applying federal or state laws to process claims pertaining to a employment, disability or benefit program.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books, and papers; some walking, standing, and bending. No special physical qualifications are required.

Education

If you are claiming education as any part of your qualifications for this position, you must submit an official transcript, unofficial transcript, or a list including courses, grades earned, completion dates, and quarter and semester hours earned.

Equivalent combinations of Specialized Experience and Graduate Education: Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. Graduate level education must demonstrate the competencies necessary to do the work of the position. Additional information

This position is a bargaining unit position.
