Summary

The Human Capital Office at Goddard Space Flight Center is seeking a skilled individual to serve as Deputy Director. You will support the HR Director (HRD) and provide senior-level consultation and guidance on policies, processes and functions related to human capital programs including maintaining a highly qualified workforce that is responsive to the unique and changing demands of the Office of the Chief Human Capital Officer enterprise and Center. Duties

Help
  • Manage and provide oversight of staff and many other highly visible and complex special assignments or projects at both the Enterprise and Center levels while being responsive to the unique and changing demands of the Center's or Agency's mission.
  • Manage the development and operation of extremely complex and comprehensive human resources programs and make recommendations and decisions on highly complex and significant issues that encompass a variety of HR disciplines.
  • Manage HR employees, HR processes, and services that align and leverage effective use of people and resources across the OCHCO enterprise. Propose, support, and implement innovative business processes that lead to efficient delivery of HR services.
  • Support Senior leadership with initiatives and requirements. Develop/ sustain strong working relationship and employ strategies to engage and connect the workforce and facilitate effective communication and collaboration on a variety of projects.
  • Define roles and responsibilities, lead or assign human capital actions and other assignments, and define technical work requirements and milestones. Evaluate organization and employee accomplishments and present recommendations to senior management.
  • Empower and motivate a diverse workforce to achieve goals and sustain an environment that fosters connection, engagement, teamwork, and innovation.
  • Recommend ways to recognize employees, implement performance modifications, take corrective actions as appropriate, and provide advice and guidance to managers on employee performance.
  • Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:

  • Leading a team, project or program on human resources services formulating objectives and recommendations governing human resources functions to effectively meet current and/or long-range human resources management goals;
  • Developing project plans, processes, and performance metrics to track outcomes as it relates to human capital strategy and analysis;
  • Providing authoritative advisory services on human resources operations, strategy, and human resources analytical initiatives to design and implement best practices to align with human resources policies and procedures.
