  • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Provides advice and counseling to agency employees and surviving family members (spouses, children and next of kin) covered by the various retirement systems (CSRS, CSRS-Offset, FERS), Federal benefits programs and Thrift Savings Plan.
  • Determines retirement eligibility, retirement coverage, and provides counseling on other retirement systems (e.g., NAF, TVA, etc.).
  • Counsels re-employed annuitants on impact to retirement and benefits upon re-employment.
  • Researches case law, court decisions, Executive Orders, on sensitive and complex cases such as Federal Erroneous Retirement Coverage Correction Act (FERCCA) and disability retirement cases.
  • Computes annuity estimates and provides counseling to employees on crediting military and civilian service for contributions.
  • Develops guidance, brochures and training materials on new or changing benefits or retirement programs.
  • Administers and provides advisory services on all Federal civilian retirements, benefits and leave programs.
  • Interprets regulations and provides coverage and eligibility determinations for the full range of benefits. Researches and answers complex benefits questions.
  • Develops and conducts training for Agency employees on retirements and other Federal benefits and leave programs.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-11, you must have:

a) One year of directly related specialized experience equivalent to the GS-09 level:

  • Providing guidance and answering questions related to retirement or benefits;
  • Reviewing basic laws and regulations of employee retirement or benefits programs;
  • Gathering and analyzing facts to draw conclusions for retirement or benefits matters.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above

To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
  • Applying knowledge of employee benefits methods, regulations, procedures and principles to provide advisory and technical services;
  • Applying benefit and retirement processing principles, concepts, practices, and techniques to process the full range of
    retirement services;
  • Assisting with counseling and briefings on benefits, retirement and/or leave programs using practical knowledge of laws, regulations, and policies.
