Duties

The incumbent is responsible for assisting in the overall architectural/engineering (A/E) project management of various leasing, design and construction projects assigned, including, but not limited to, planning, acquisition, design, and construction of new buildings and complexes, as well as the renovation of existing ones.

  • Assists in preparing assigned portions of schedules for complete projects, and reports on project status.
  • Monitors project reviews, schedules, and work for completing project. Resolves, as assigned, limited problems or conflicts impeding progress on completion of projects.
  • Recommends alternatives to meet customer requirements.
  • Assists with performance review and assessment of design development documents, including the resolution of moderately complex design problems, as well as the preparation of documents for agency officials, client agencies, and contract A/E firms.

  • The work is usually performed in an office setting except for any necessary travel to attend meetings and conferences or conduct on-site inspections. Visits to customer agencies, contractors' facilities and construction "hard hat" sites are required. Appropriate safety equipment (e.g., hard hat, safety shoes) will be worn during on-site inspections.

The GS-07 salary range starts at $ 49,025.00 per year.

The GS-09 salary range starts at $ 59,966.00 per year.  

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

*Basic Requirement for ALL General Engineer (GS-0800) Positions: All applicants for this announcement must meet the following basic requirements identified in either (A) or (B) below.  For more detailed information on these requirements, see OPM's Qualification Standard All Professional Engineering Positions.

(A) Degree:  Engineering:  To be acceptable, the curriculum must (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
(B) Combination of education and experience;
 college level education, training, and/or technical experience that provides a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and a good understanding, both  theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.  The adequacy of such background must be demonstrated by one of the following:  professional registration; written tests (evidence of passing the Engineer-in-Training examination); specified academic courses (at least 60 semester hours); or completion of a bachelor's degree curriculum in a related field.  See the OPM standard for further details.

Additional Requirements at the GS-7 Level:

In order to qualify at the GS-07 level, you must meet the basic qualifications requirement identified above and possess one of the following: 

  1. Specialized Experience: At least one year of specialized experience equivalent to the GS-05 level of the federal service. Specialized experience is applying professional engineering principles, concepts, and practices to perform routine assignments; the ability to determine the technical ramifications resulting from changes in such things as item design or customer requirements; and familiarity with related architectural and engineering disciplines. OR
  2. One full year of graduate level education (18 semester hours or the equivalent) that is directly related to the position. OR
  3. Superior Academic Achievement (SAA) at the baccalaureate level is fully qualifying at the GS-7 level. For information on what constitutes SSA, refer to Section 4-F at the following OPM Website: General Policies.  OR
  4. combination of appropriate graduate level education and specialized experience that together meet the qualification requirements of this position.

Additional Requirements at the GS-9 Level:

In order to qualify at the GS-09 level, you must meet the basic qualifications requirements identified above and possess one of the following: 

  1. Specialized Experience: At least one year of specialized experience equivalent to the GS-07 level of the federal service. Specialized experience is progressively responsible experience applying professional engineering principles, concepts, and practices in the design of construction or alteration projects involving buildings or major building systems of moderate complexity; or assisting in the coordination of the activities of architects, engineers, tenants and construction contractors on such projects. Such experience must also include having assisted in managing projects and/or portions of projects (balance scope/quality, schedule and budget) requiring the services of multiple disciplines from project initiation phase through project closeout. OR
  2. Two full years of graduate level education leading to a master's degree or master's or equivalent graduate degree that is directly related to the position. OR
  3. combination of appropriate graduate level education and specialized experience that together meet the qualification requirements of this position.

Superior Academic Achievement, if applicable

Superior Academic Achievement (SAA) at the baccalaureate level is fully qualifying at the GS-7 level.  To claim SAA, submit documentation of one of the following:

1.      Class standing -- You must be in the upper third of your graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.

2.      Grade-point average (rounded to one decimal point) of:

    1. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of your curriculum; or
    2. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in your major field or the required courses in your major field completed during your final 2 years of the curriculum.

3.      Election to membership in a national scholastic honor society in one of the national scholastic honor societies listed by the Association of College Honor Societies.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

GS-07

  • Knowledge of basic engineering principles, concepts, and methodology; and skill in applying this knowledge in carrying out elementary assignments, operations, or procedures.
  • Knowledge of commonly used project management practices and procedures that specifically pertain to engineering work.
  • Ability to obtain, compile, analyze and summarize information and quantitative data.
  • Knowledge of state of the art engineering related software/computer systems.

GS-09

  • Ability to manage projects, priorities, and requirements
  • Knowledge of procurement principles and procedures and of different types of contracts
  • Knowledge of established assessment and evaluative techniques and methodologies including cost/benefit analysis, acquisition planning, risk management, knowledge management, and forecasting
  • Knowledge and understanding of the Federal funding process and budget process.
