Duties

Help
  • Implements the Department's domestic and foreign investigation programs and activities and supervises the performance of investigative activities relating to the Department's programs, worldwide.
  • Provides policy direction, as well as supervision and coordination, of investigations relating to the programs and operations of the Department.
  • Formulates and proposes policies impacting operational activities of the Department for the purpose of preventing and detecting fraud and abuse in its programs and operations.
  • Formulates and proposes policies for supervision and coordination of relationships between the Department and external entities with respect to investigative matters.
  • Reviews existing and proposed legislation and regulations relating to programs and operations of the Department.
  • Administers investigative management information systems including those designed to provide investigative data and information to key stakeholders, including the Secretary and Congress.
  • Administers a law enforcement program to investigate alleged or suspected felony criminal violation of statutes administered by the Secretary or any agency of the Department.
  • Provides for the technical design, management, and application of data analytics used in evidence based decision making with respect to investigative resources and work impacting USDA's programs and operations.
  • Serves as consultant and advisor to the Assistant Inspector General for Investigations and through a subordinate staff develop, directs and supervises an investigations program.
  • Formulates and proposes policies to conduct, supervise, or coordinate investigations associated with operational activities carried out or financed by the Department
  • Makes workload determinations, prepares justifications, and recommends priorities for long ­range planning, the annual budget, and the annual investigative program to provide the required investigative coverage.
  • Provides overall executive direction and coordination to Special Agents-in-Charge and Division Directors for Investigations in conducting Department-wide investigative operations.
  • Acts for the Assistant Inspector General for Investigations in establishing and maintaining effective working relationships on matters relating to investigative operations with other Department offices and agencies.
  • Administers investigative management information systems including those designed to inform the Secretary and the Congress regarding investigative activities involving fraud and other serious problems.
  • Conducts investigative studies and special inquiries to seek out and reduce fraud and abuse in the Department's programs and operations and ensure that appropriate administrative and/or prosecutive actions are initiated.

  • Acknowledgement of Career Mobility is a condition of employment. You must be available for permanent reassignment to other regional or resident offices, as required by the OIG.
  • You must pass initial and periodic medical examinations. Failure to meet medical requirements may result in reassignment from the position of Supervisory Criminal Investigator or other appropriate action.
  • You must be able to operate a government-owned or leased vehicle and have, and maintain a valid driver license.
  • SES members are excluded from premium pay provisions of 5 USC Chapter 55 Subchapter V, such as overtime pay, compensatory time off, Sunday premium pay, holiday premium pay, etc.
  • Veterans Preference is not applicable in the Senior Executive Service.
  • You will be required to complete an OGE-278, Executive Branch Personnel PUBLIC FINANCIAL DISCLOSURE REPORT.

Qualifications

Location is either Washington, D.C., or negotiable upon selection where a Department of Agriculture, Office of Inspector General - Investigations' office is located.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience indicative of senior executive-level management capability. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector.

This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising a large number of employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Your experience should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:

  • Developing a coordinated investigation programs and implementing the Department's domestic and foreign investigative programs and activities;
  • Supervising the performance of investigative activities relating to the Department's programs; designing and maintaining of the Federal Law Enforcement Program for the OIG;
  • Executing functions associated with Departmental-level policy and administration of a legislated Employee Complaints Program;
  • Leading and coordinating worldwide investigative liaison, and nationwide investigative planning;
  • Directing technically and administratively various investigative management information systems, budgeting and staffing, and reporting - all to ensure Investigations' programs contribute to the achievement of the goals and objectives established in the agency's strategic plan.
To meet the minimum qualification requirements for this position, applicants must demonstrate in resume and narrative statements possession of the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs) listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments, and results.

Failure to meet the basic qualification requirement and address all Mandatory Technical and Executive Core Qualification factors will result in your application being disqualified.

EXECUTIVE CORE QUALIFICATIONS (ECQs): Applicants will be evaluated in the five Executive Core Qualifications (ECQ) listed below which are broadly applicable to SES positions throughout the Federal Government. All competitive applicants (Non-SES) must submit a narrative statement covering each of the ECQs. Narratives should be limited to no more than a total of 10 pages, two page limit per ECQ. The narrative should be clear, concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments, policy Initiatives undertaken and the results of your actions.

OPM Candidate Development Program (CDP) graduates, current career SES members or former career SES members who are eligible for reinstatement to a career-reserved position need not submit an ECQ statement.

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit a narrative statement specifically addressing each of the following Technical Qualifications. Narratives should be limited to no more than two pages per factor. Applicants will be evaluated against each of these factors. Please give examples and explain the complexity of the knowledge possessed and the sensitivity of the issued you handled.

MTQ1 - Knowledge of criminal investigations, law enforcement, and homeland security techniques, theories, programs and operations.

MTQ2 - Demonstrated skill in managing, supervising and leading a law enforcement function throughout a large geographic area.

MTQ3 - Ability to identify, assess, and implement law enforcement requirements for an effective law enforcement and criminal investigative program.

MTQ4 - Ability to communicate and coordinate program activities with major stakeholders such as Congress, the Secretary of Agriculture, the Deputy Secretary, Under Secretaries, Administrators for various USDA agencies; other Inspector General Offices; and other Federal departments such as the Government Accountability Office or the Office of Management and Budget.

  • An essential element of the SES is mobility across geographic, organizational, and functional lines. Individuals selected for SES positions may be subject to reassignment, which requires you to be mobile. All newly appointed Career SES leaders must sign the Reassignment Rights Obligation Agreement as a condition of employment into the SES.
  • You must be no more than 37 years of age upon entry into the GS-1811 series, unless the applicant has previous service creditable under the Civil Service Retirement System (CSRS) or Federal Employees Retirement System (FERS) law enforcement provisions sufficient to enable you to retire at age 57 with 20 years of creditable service. Persons already in covered secondary positions or persons with previous approved service who apply for a primary position cannot be considered if their age at reentry into the primary position exceeds 37 years after subtracting their years of service in covered positions. Applicant must provide evidence of current or previous coverage that would qualify. This age restriction does not apply to those entitled to Veteran's Preference.
  • You will be required to qualify to carry and use firearms and other weapons as part of assigned duties and maintain such qualification. Applicants will be evaluated on the basis of the quality and extent of their accomplishments, experience and education. An Executive Evaluation Panel will evaluate the resume, the Executive Core Qualifications statement and the Technical Qualifications statement for each candidate to determine the best qualified candidates who will be referred to the selecting official.
