Duties

Help

  • Exercises supervisory personnel management responsibilities at least 25% of the time.
  • Serves as a seasoned technical personnel sourcer/recruiter for the acquisition and acquisition support workforce on behalf of AFLCMC's talent acquisition mission; plans and organizes work to be accomplished by subordinate sourcing/recruitment team.
  • As a member of the AFLCMC/DP-DZ staff, leads sourcers/recruiters to develop technical guidelines on complex topics and issues impacting workforce planning/shaping, talent acquisition function and related areas of human resources for area of responsibility.
  • Analyzes data and metrics to measure success of the talent acquisition function and continuously improve this and related complex management programs by evaluating data not limited to time to hire metrics, new hire, termination, transfer and promotion data to identify trends and best practices or areas of opportunity. Leads team to conducts additional research, analytical reviews and external benchmarking using qualitative and quantitative analysis to continuously improve processes and methodologies that support the talent acquisition function.
  • Engages with other Centers, CPOs across the world at 79 locations, AFMC, AFPC, and AFCS, and a myriad of other stakeholders in other organizations to understand cross-organizational programs and functions through various means of communication.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is human resource experience, to plan, organize, and determine necessary policies, regulations, directives, programs, and procedures for the development and execution of assigned programs and providing management advisory service on a continuing and needed basis. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of human resources law, executive orders, regulations, policies, instructions and concepts governing federal human resources sourcing/recruitment functions.

2. Knowledge of principles, concepts, fact finding and analytical methods; a wide range of qualitative and quantitative techniques and relationships of various functions; and seasoned consultative skills to seamlessly resolve complex problems not susceptible to standard methods.

3. Knowledge of organizational structures, functions, and missions across the enterprise to identify/consider/present resolution to substantive organizational challenges that impact sourcing/recruiting of personnel to the organization.

4. Skilled at conducting reviews and analyzing/assessing effectiveness of the organizations approach to sourcing, screening and selecting diverse candidates identified through various sourcing/recruitment tools in a manner that is compliant, consistent and fully effective.

5. Ability to communicate orally and in-writing to establish and maintain effective and positive working relationships with internal and external stakeholders.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
