Current DHS employees serving under a career or career-conditional appointment in the competitive service; current DHS employees who are eligible for non-competitive appointment under an Interchange Agreement (i.e., TSA).
As a Supervisory Law Enforcement Specialist (District Commander), GS-1801-14, your typical work assignments may include:
Manages and supervises FPS personnel engaged in compliance, enforcement, investigation and inspection activities related to the protection of federal property and persons on the property.
Reviews, evaluates and oversees law enforcement and security operations and programs related to the protection of federal property and persons on the property.
Maintains continuing liaison with senior federal agency heads and management officials of customer agencies to ensure positive working relationships.
Participates in the formulation, execution and close out of District spend plans to ensure optimum resource utilization.
Ensures the District maintains effective active shooter awareness and security awareness training programs for customer agencies.

This position is designated as Essential. Essential personnel must be able to serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 U.S.C. ยง 7501-7533 and 5 CFR Part 752, as applicable).
Tour of Duty: May be available for overtime and shift work.
Law Enforcement: This position will possess law enforcement authority under Title 40 of the United States Code, Section 1315, exercising such authority to provide investigative and law enforcement services to customer agencies, Federal employees and members of the general public located and/or conducting business in government-owned or leased properties.
Firearms: You will be required to carry a firearm while performing duties of this position. Maintaining firearm proficiency is also mandatory.
Mobility Agreement: This position may require you to be reassigned to different geographic locations. Accordingly, you will be required to sign a mobility agreement, which will remain in effect through the duration of the assignment.
Drug Testing: This position is subject to random drug testing.
Travel: The incumbent will be required to travel frequently.
Qualifications
Specialized Experience:
You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as:
Experience supervising law enforcement officers in areas of compliance, enforcement, investigation, and inspection activities.
Experience identifying and implementing processes to eliminate or reduce mission barriers to achieve the FPS goals.
Experience coordinating or delegating assignments to subordinates, and communicating with officials from other agencies in advising management officials in mission critical areas.
Substitution of education in lieu of specialized experience may not be used for this grade level.
You must also meet the following:
Pre-employment Medical Requirements: Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties which may include protecting citizens, taking suspects into custody using reasonable physical force in the face of physical resistance and responding to situations requiring physical agility and quick and legally sufficient decision making. Also successfully pass a pre-employment medical examination (which includes, but is not limited to vision, hearing, cardiovascular and mobility of extremities) given by an authorized government physician. This position may be subject to periodic incumbent examinations in the future.
Motor Vehicle Operation: You must possess a valid automobile driver's license at the time of appointment and be available for frequent travel.
Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
Training: Incumbent must meet the established experience, basic training and in service training requirements established for the enforcement of police powers. Incumbent must successfully complete the designated, required training which includes the basic Criminal Investigators Training Program (CITP) at the Federal Law Enforcement Training Center (FLETC) or the Uniformed Police Training Program (UPTP), the Advanced Individual Training Program (AITP) and the Physical Security Training Program (PSTP). Additionally, the selectee must successfully complete the Field Training and Evaluation other in-service requirements and weapons qualifications for the enforcement of arrest authority as conferred under 1315 authority.
