Summary

About the Position: Serves as the Mississippi Valley New Orleans District's (MVN) Security and Law Enforcement Manager, involved in the planning, formulation, supervision, coordination, investigation, controlling and inspection of all facets of security, both internal and external, for the overall district security program accomplished in connection with civil works missions. The district consists of over 1100 personnel and over 20 field sites covering half of the State of Louisiana.

Duties

Help
  • Responsible for execution of the Protection Programs, Security Countermeasures, and Intelligence portions of the Army Protection Program for the District.
  • Effectively manages multiple programs which provide protection from external and internal threats to MVN’s personnel and assets, and which may degrade mission readiness and capability.
  • Prepares budgets for protection programs, manages office staffing and logistics requirements, leads, or supervises others in the execution of security programs that support the mission of the organization.
  • Supervises security staff and serves as Contracting Officer Representative by overseeing a Contract Security Guard Force of over 20 personnel.
  • Coordinates with MVN Emergency Management staff to fully integrate security processes and procedures into All Hazards planning for natural and man-made disasters.

  • This position is considered Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of operations and systems.
  • Emergency Essential position is not subject to dismissal in emergencies based on inclement weather conditions, or other emergency situations, as appropriate. Employee is required to report for, or remain at, work in emergency situations.
  • This position requires the incumbent be able to obtain and maintain a Secret clearance.
  • One-year probationary period may be required.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • One-year supervisory probationary period may be required.
  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program. It requires you to obtain the Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
  • Subsequent SPeD certifications required for this position include Physical Security Inspector Credentials, Anti-Terrorism (AT) Level II, Operation Security (OPSEC) Analysis and Program Management, Foreign Disclosure Officer certifications.
  • This position requires you to obtain and maintain account manager roles or have access to Joint Personnel Adjudication System (JPASS), Defense Information System for Security (DISS), and Personnel Security Investigation Portal (PSIP).
  • This position requires you to obtain and maintain account manager roles or have access to OPM's Trusted Associate Sponsorship System (TASS), and Secure Web Fingerprint Transaction (SWFT).
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position is subject to a pre-employment drug testing screening, and random testing thereafter.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Inspecting facilities for compliance with security regulations; AND 2) Reviewing security and law enforcement intelligence reports to develop crime indicators, trends, and crime prevention techniques; AND 3) Reviewing and revising physical security plans; AND 4) Conducting inspections and assessments of physical security programs; AND 5) Managing or overseeing security guard forces. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-12 you must have 52 weeks at the GS-11 level.

With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment.
