  • Selectee will participate in two 6-month developmental work assignments designed to develop competence in mid-level leadership competencies such as Strategic Thinking, Conflict Management, Problem Solving, Human Capital Management, and Partnering.

Qualifications

Applicants must be permanent GS-5, GS-6, GS-7, GS-8, GS-9, GS-10, GS-11 or wage grade equivalent, and must meet the 52 weeks requirement in their current grade. Note: There are no supervisory positions at the GS-5 grade level. Permanent GS-5 applicants will only be considered for possible promotion on a case-by-case basis.

Also, permanent GS-12 employees are encouraged to apply to the Leadership, Education, and Advancement Program (LEAP), B-4792.

Employees currently in career ladder positions must be at the highest level of the career ladder to be eligible to apply.

Time in grade requirement must be met by the closing date of this announcement.

Employees must apply based on their permanent grade of record. Development Program participants will be reassigned based on their current permanent grade. Promotions while in the program are not guaranteed and will be considered on a case-by-case basis. Participants are eligible to compete for posted vacancies during the program and may be promoted to any position for which they are selected under the appropriate merit promotion plan. If a participant accepts a permanent or temporary promotion, detail, reassignment, or request to leave the program, participation in the program and the temporary promotion received upon entering the program will be terminated.

For wage grade employees, if you meet the qualifications, you must be willing to accept a potential reduction in pay. Your pay will be set on the GS scale to the closest grade and step that does not exceed your current rate of pay. During the program, if you qualify for a temporary promotion and you are selected for a higher graded assignment, you would be promoted to the next GS grade level for the duration of the higher-graded assignment. Upon completion of the 12 month program, participants will return to their permanent grade of record.

Applicants who have participated in the OCO Development Program (OCODP), Leadership, Education, and Advancement Program (LEAP), Advanced Leadership Program (ALP), Leadership Development Program (LDP), or other Regional development programs within two years of the closing date of this announcement are not eligible for the program. BACKGROUND: The OCO Development Program is a 12-month program intended to provide developmental opportunities. The program allows employees to gain new learning experiences, conquer new challenges, and broaden their perspectives. The Development Program offers participants an opportunity to participate in rotational assignments during the program. Participants will attend an orientation where they will meet with Executive staff members, discuss career goals with their mentors, develop Individual Development Plans (IDPs), and participate in a variety of training sessions.

Position to be filled under the provisions of the Management Officials Promotion Plan. The best-qualified list for this vacancy may be used to fill the same or similar positions in a component(s) under the same Deputy Commissioner. Additional selections may be made within 6 months of the date the best qualified list is issued.

NONCOMPETITIVE CONSIDERATION DUE TO SPECIAL HIRING AUTHORITY

LOCATION: This position is located in Woodlawn, MD, Boyers, PA, and Wilkes-Barre, PA in all OCO occupied buildings. Applicants must be willing to assume the responsibilities that may accompany assignment locations (parking fees, lack of onsite cafeteria, credit union, etc.).

LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.

OTHER NOTES:

Relocation expenses will not be paid.

This position is temporary not-to-exceed one (1) year and will NOT be extended.

All permanent full-time/part-time employees in grades GS-05 through GS-11, or wage grade equivalent, who meet the eligibility criteria by the closing date of the announcement may apply.

This is a moderate risk position. The selected employee will be required to complete a Standard Form 85P, Questionnaire for Public Trust Positions, in order to have the appropriate investigation conducted, unless the employee has been previously certified eligible to occupy a position at this level.
