Help
  • Serves as a technical advisor on HIV treatment, providing intellectual leadership spanning the HIV clinical cascade, from case finding through retention service integration (including mental health support), and viral suppression.
  • Maintains effective working relations across U.S. Government agencies, host-country governments, non-governmental organizations, global stakeholders and civil society organizations to develop consensus on approaches to advance HIV service delivery.
  • Advises USAID missions on new technical developments in HIV clinical services, including case finding, retention support, integrated patient-centered services, differentiated service delivery, advanced HIV disease, and ensuring viral suppression.
  • Synthesizes and disseminates up-to-date key research findings, cutting edge methodologies, and best practices for HIV care and treatment through presentations and briefers on USAID global health programming and HIV epidemic control goals
  • Provides technical support to and/or manages grants, cooperative agreements, and contracts designed to implement, monitor and evaluate HIV prevention, care and treatment programs. Serves as a Contracting/ Agreement Officer’s Representative (COR/AOR).
  • Coordinates USAID supported HIV treatment programming with the GH Bureau, overseas Missions, Regional Bureaus, other USG agencies, international agencies, donors, and partners. Contributes to the development of new strategies and activities.

Selective Placement Factor:
This position includes a Selective Placement Factor (skill, knowledge, ability, or other worker characteristic basic to - and essential for - satisfactory performance of the job). The Selective Placement Factor for this position is: "Do you have demonstrable experience in providing technical expertise to develop, implement and/or strengthen HIV treatment programs in low-to-middle income countries? NOTE: Experience must be documented in your resume."

Basic Requirement:
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

Specialized Experience:
GS-13: In addition to the Selective Placement Factor and Basic Requirement, you MUST have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) serving as technical expert in HIV care & treatment programming in developing countries or with USG and multilateral stakeholders; b) providing guidance and support for HIV treatment and/or related health programs in developing countries; c) contribute to the development policies, strategies, and plans for for HIV care and treatment programming in developing countries.

GS-14: In addition to the In addition to the Selective Placement Factor and Basic Requirement, you MUST have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

You will be evaluated for this job based on how well you meet the qualifications above.

We will review your application package to ensure you meet the job and eligibility requirements, including the education and/or experience required for this position.
