Plans, manages and executes tasks related to the development, maintenance and administration of the Intellectual Property database and other programmatic elements within the Technology Partnerships Office. TPO protects NIST intellectual property, facilitates technology transfer, and coordinates interagency technology transfer partner efforts.

Duties

Help

  • Overseeing the migration of data from legacy database
  • Collaborating with NIST users to ensure requirements are met
  • Troubleshooting errors and evaluating operational effectiveness
  • Providing ongoing administrative and operations oversight of the IP database
  • Maintaining and updating database capabilities to perform reports and visual representations of data/metrics
  • Performing market analysis and other oversight for acquisition related efforts
  • Serving as technical authority for communication and other business operational efforts for the federal technology transfer field

Qualifications

IN ORDER TO QUALIFY, ALL APPLICANTS MUST POSSESS:One year of specialized experience equivalent to at least the GS-11 (ZA-II at NIST) level. Specialized experience is defined as:

  1. Communicating information through visual means, including the design and display of such materials as photographs, illustrations, diagrams, graphs, models, slides, and charts used in printed material, exhibits, training, and conferences
  2. Use of a variety of statistical software programs to analyze, interpret and report on technology transfer program areas
  3. Familiarity in web design, program management, and cost-benefits analysis
  4. Understanding of intellectual property, technology transfer, and commercialization
  5. COR Level 2 or experience performing market analyses, communicating with vendors, calculating cost estimates, and drafting statements of work for acquisition requests ranging in overall value from $125,000 to $5,000,000.
