Summary

The External Research & Development Opportunity Lead at the Johnson Space Center is the primary liaison for the Small Business Innovation Research and Small Business Technology Transfer (SBIR/STTR) program and primary point of contact for the Business Development & Technology Integration (BDTI) external opportunity portfolio. The position executes day-to-day operations supporting technology program initiatives, award vehicles, and other activities throughout the program solicitation lifecycle.

Help
  • Serve as the primary Johnson Space Center point of contact for technology opportunities across the integrated portfolio such as Small Business Innovation, Space Technology Research Grants, and Office of STEM Grant programs.
  • Serve as the primary Center lead and liaison for the Small Business Innovation Research and Small Business Technology Transfer (SBIR/STTR) program.
  • Collaborate with stakeholders to align Johnson Space Center, Program, and Agency objectives, identifying gaps in support for solicitation development, proposal selection, and technology transitions.
  • Cultivate and maintain relationships with internal stakeholders, including mission directorates, program offices, and technical experts, to identify technology needs and opportunities.
  • Collaborate with external partners, industry experts, and academia to enhance the impact and success of technology projects.
  • Provide program execution and customer support functions throughout each program’s solicitation, evaluation and execution processes.
  • Identify and propose measures to continuously improve the performance and diversity of programs, initiatives, and stakeholder relationships.
  • Track and maintain relevant engagement metrics on program participants, stakeholders, topics, university relationships, etc.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:

  • Developing opportunity processes such as solicitation management, proposal development and portfolio management;
  • Executing aspects of project management such as milestone management, budget oversight and technical guidance; and
  • Facilitating community engagement with engineers, scientists and/or technologists to further program efficacy.
