Duties

Help
  • Performs budget execution/analysis, such as funds management; contract task and grant monitoring; Earned Value Management (EVM); trend analysis; workforce planning; contract analysis/reconciliation; service pool reconciliation and year-end closing.
  • Formulates lifecycle budget plans with technical requirements; forecasts financial requirements based on technical status; prepares budget change requests; converts time-phased budget requirements into phasing plans; develops/reviews cost estimates.
  • Utilizes financial management systems to generate data and reports; analyzes data to identify issues and articulates data analysis to technical and programmatic management.
  • Monitors, tracks, and reports on program obligations and costs, ensuring that funding data is entered into agency financial system correctly and conducts annual year-end closing activities and reconciliation with accounting records.
  • Works with the Contracting Officer Representative (COR) to review variances, evaluate contractor cost proposals and support contract negotiations, including cost analyses and development of in-house cost estimates.
  • Evaluates complex programmatic, technical, or schedule changes in terms of the impact to resource requirements, budget reserve posture, and consistency with the technical and schedule requirements.
  • Consults and advises financial and technical teams by providing data products, status, projections, and recommendations to improve internal processes, support cost-effective decision making and proposal development.
  • Provides guidance and advice on budget and finance to management and team members, and trains junior RAs as required.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify at the GS-13 level, you must have one year of directly related specialized experience equivalent to the GS-12 level:

  • Applying budget processes and associated policies/regulations to formulate, execute and analyze budgets;
  • Working with procurement professionals resulting in contract award, the establishment of contract tasks on existing contracts, or analysis of performance for contract evaluation;
  • Applying analytical techniques such as rate analysis, cost and schedule analysis, and overrun projections
