Summary

The Resource Management Branch at NASA Armstrong Flight Research Center is currently seeking interested candidates to serve as a Resources Analyst. This position serves as the technical expert and applies a full range of subject matter methods, resolve a range of operational and/or strategic issues. Provide written and oral communication techniques sufficient to develop and deliver briefings, project reporting, status/staff reports, and correspondence to managers.

  • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Assists the DCFO in the Management and Overseer of budget operations described as: Budget formulation and execution for an Agency organization or program.
  • Provides end-of-year resolution and reconciliation of funds and account balancing; analyzes forecasts and controls internal travel allocations.
  • Serves as the focal point for the assigned budget area and is responsible to the supervisor for related action items and information flow. Receives/screens incoming budgetary actions, initiates proper coordination and takes appropriate final action.
  • Applies analytic results, including historical trends and significant findings, in constructing budget submissions and assessing budget and identifies gaps.
  • Reviews and formulates budget policy and guidance for use in developing an integrated budget for a significant organizational component or to fulfill multi-year objectives for a program with national impact.
  • Provides proposal support, workforce planning, etc. Activities may include financial management of contract tasks and grants, and budget formulation, execution, reporting and analysis for a variety of developmental or scientific research programs.
  • Provides guidance about general cost accounting procedures; uses complex cost accounting functions including analyses and reconciliations, financial reporting assignments, accounting control, obligations and cost transactions.
  • Performs financial reviews and analysis activities in reviewing budget estimates, financial statements, reports, and overall program/project plans to evaluate an organization and Center activities. Performs operational program budget duties.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:

  • participating on a team to support other resources analyst to analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program;
  • analyzing financial and budgetary strategies to assist with developing recommendations for financial and/or budgetary actions; and
  • performing reconciliations, financial reporting and accounting analyses supporting an organization's business operations.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
  • developing and/or administering procedures for multi-year budget planning, estimating, and execution;
  • reviewing and evaluating a wide range of obligations and expenditures;
  • analyzing long-range budgetary requirements to ensure conformance with legal policies; and
  • analyzing and forecasting the usage of funds in accordance with appropriate laws and regulations
