  • Must be able to obtain American Red Cross CPR and First Aid Instructor certification.
  • Subject to physical examination (every three years) and immunization IAW AFJI 48-110 and local requirements.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions to include the Individual Occupational Requirement (IOR) Sports Specialist Series, 0030. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Education
Undergraduate and Graduate Education: Major study -- physical education.
or
Experience
Specialized Experience (for positions above GS-5): Experience that demonstrated the ability to:

  • Plan, supervise, administer, or carry out a sports program that includes a variety of individual and team sports; and
  • Guide participants in developing the skills needed for participation in sports activities and to teach the techniques of various sports.
Examples of qualifying specialized experience include:
  • Managing or administering a sports program in a community, industrial activity, or secondary school or college.
  • Planning, teaching, or evaluating a physical education curriculum for secondary or higher academic levels.
  • Managing, umpiring, or officiating at amateur or professional athletic events, competitions, or games.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience, or will have one year within 120 days of closing of this announcement, at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include: Managing or administering a sports program in a community, industrial activity, or secondary school or college; Planning, teaching, or evaluating a physical education curriculum for secondary or higher academic levels; Managing, umpiring, or officiating at amateur or professional athletic events, competitions, or games. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION:
Applicant must have successfully completed a master's or equivalent graduate degree in major study of physical education or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcripts.


OR
COMBINATION OF EXPERIENCE AND EDUCATION:
Applicant must have equivalent combinations of successfully completed 1 full year of graduate level education with a major study in physical education, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of Youth Sports and Fitness programs and regulations.
  2. Knowledge of Youth Sports and Fitness regulatory requirements, policies and practices.
  3. Knowledge of budget, financial, and resources management practices and procedures in relation to meeting program objectives and goals.
  4. Skill in compiling and composing both quantitative and narrative reports for a variety of agencies based on analyzing data and circumstances.
  5. Knowledge of rules and regulations for sports.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands
Lack of support staff often requires incumbent physically exerts himself/herself in organizing the physical environment for various sport and fitness activities and in handling the tools and materials for such activities. This generally involves lifting items of 25 lbs and over with assistance.

Work Environment
Everyday risks and discomforts require special safety precautions typical of recreation halls, gyms, playing fields, activity centers, etc. Heating, lighting, ventilation, sanitation, and safety features are adequate in buildings and outdoor areas where incumbent works however, while working outdoors on sports fields, incumbent may be exposed to chemicals and loud noises while preparing fields such as weed killer and lawn mowers/trimmers. Outdoor activities are held in all climate conditions except for thunder and lightning storms, tornados, etc.

This position is obligated to an employee on an overseas assignment with entitlements to return to this position. If selected, a signed agreement will be required, acknowledging the potential displacement, under reduction-in-force procedures, if alternative placement cannot be made.

Additional information

Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft. The base is located between Ogden and Salt Lake City. The area is known for year round activities, including skiing, hiking, boating, extreme sports, fishing and hunting, with four distinct seasons, low humidity and moderate snow fall in the valley.
