Serves as a Management and Program Analyst conducting complex studies for the improvement of operations nationwide.
Develops and implements policy, procedures, and processes for operations nationwide.
Responsible for the development and management of operational controls for identifying immediate or potential problem arise that timely action can be taken.
Determines the effectiveness of quality control programs and makes recommendations for improvement.
Gathers relevant data, analyzes it critically, and makes recommendations based on findings using available information resources such as internet tools, statutes, regulations, manuals, and other reference material.
Assigned special assignments to investigate operational issues such as recurring errors, excessive time lags, and system shortcomings. Manages multiple projects or programs concurrently where effort involves coordination among multiple resources, other divisions, or agents outside of the organization.
Reviews out-of-line conditions and recommends remedial action after thoroughly developing all pertinent data.
Ensures that corrective actions taken are accurate, timely, and in compliance with mandatory requirements.
Prepares analysis involving the application of work simplification techniques and a complex system of work measures to a variety of work processes for purposes of evaluating VBA's workload.
Maintains awareness of the sensitivity of data regularly will be working with, such as but not limited to, employee performance data, Veteran claim data, time management data, etc.
Provides expert advice and guidance in the implementation of automatic data processing procedures/methods to keep pace with new standards and systems and recommends innovations, changes/improvements, and coordinates with internal OAR's offices, other VBA business lines, and regional offices nationwide.
Uses various automated data and information systems to monitor program performance relating to national operations.
Performs statistical, trend, and problem analysis to develop new methods to control and support the program area.
Prepares reports using narrative justification, charts, graphs, and statistical data for senior leadership presentations and briefing materials. Serves as technical advisor to OAR leadership.
Makes recommendations that work towards achieving optimal claims processing and may result in changes in the organizational structure or staffing levels.
Responsible for conducting continuing functional, organizational, and methods studies for the purpose of determining staffing requirements and the most effective organizational pattern required to accomplish the OAR's national mission.
Reviews staffing requirements and the most effective organizational structure for field processing.
Reviews program evaluation as it relates to operations.
Responsible for personnel requirements, and expenditure controls.
Formulates, presents, executes, and analyzes organizational budgets. Determines resource requirements and recommends resource allocations based on priorities and needs.
Forecasts and estimates program requirements using special reports, statistical and graphical analysis, flowcharting, review of work methods, evaluation of obligation and expenditure rates, cost-benefit analysis, etc. Identifies trends, significant program accomplishments, problem areas, inefficiencies, inconsistencies in operations, and makes recommendations for improvements to management and senior leaders. Develops and implements process improvement modifications and revisions to enhance the effectiveness and efficiency of program operations.
Monitors national operations and activities supporting operational programs.
Works in close cooperation with other elements of VBA in relation to Veterans claims.
Drafts congressionally mandated reports concerning workload trends, responses to congressional inquiries, and to Office of Inspector General and Government Accountability Office draft reports and recommendations specific to operations.
Acts as a liaison with field stations and Decision Review Operation Center (DROC) personnel. Coordinates and leads discussions, meetings, conference calls with internal and external stakeholders to secure and provide information and to mutually resolve problems.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:01/16/2024.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-13 Grade Level:
Specialized Experience: Undertake projects and initiatives that analyzed workload management. Prepare briefing reports for division management analyzing performance. Experience with data analytics applications such as, but not limited to, Tableau Desktop or Advanced Excel. Experience completing analytic exercises such as forecasting, predictive modeling, preparing technical reports utilized to provide business intelligence to organization. Experience with data related to VBA claims processing. Experience communicating (either orally or in writing) technical information to various levels of leadership. Such experience could be gained as Supervisor, Management/Project manager, or similar positions in the public or private sector.
Education Substitution: There is no educational substitution at this grade level.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
