Duties

This position is located within the Department of the Interior, National Park Service (NPS), Accounting Operations Center (AOC). The Accounting Operations Center is the centralized financial headquarters of the NPS. The AOC provides a variety of services to the NPS units, offices, employees, contractors, and customers/vendors.

At the full performance level (GS-09) the major duties of this position include but are not limited to the following:

  1. Participate in the planning and performance of financial management studies that involve the analysis of various accounting and administrative processes, i.e. budgetary, procurement, payable, deposit, debt management and/or property management functions in support of internal controls and management excellence.
  2. Provide technical advice, interpretations, and recommendations on established procedures and manuals to improve the efficiency and effectiveness of the financial operations and internal controls.
  3. Review and enter a variety of information and accounting data into financial systems timely and accurately.
  4. Analyze and examine financial data, accounts, process flows and reports to identify and resolve abnormal transactions, errors, and/or discrepancies in support of various accounting functions and customer needs.
  5. Plan, organize, perform duties and complete assignments in compliance with Federal and organizational guidelines, policies, legal and regulatory requirements.
  6. Maintain, reconcile, research and close accounts involving a variety of transactions and support month end and year end closing.
  7. Prepare financial reports and statements timely and accurately
  8. Maintain effective working relationships and communications with the internal and external customers.
This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 2583, is the exclusive representative of all employees in this bargaining unit.

Salary Range Information:
GS-07: $55,924 - $72,703 per year
GS-09: $68,405 - $88,926 per year

This is a remote opportunity position for the Locality Pay Area of Washington-Baltimore-Arlington. After selection, the incumbent will be required to reside within the Locality Pay Areas:
District of Columbia; Maryland; Virginia; West Virginia; Pennsylvania.

Qualifications

Minimum Qualification Requirements:
To qualify for this position, you must meet the Education OR Specialized Experience for the series/grade to which you are applying.

Specialized Experience GS-07:
To qualify for the GS-07, you must possess at least one full year of specialized experience equivalent to at least the GS-05 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience (MUST MEET ALL):
1) Reviewing, entering, analyzing and reconciling financial information and/or accounting data for validity, completeness and accuracy on work assignments encompassed in accounts receivable and/or accounts payable functions.
2) Performing a full range of financial and accounting duties in accordance with legal and statutory requirements.
3) Responding to internal and external customers regarding financial operations and/or accounting-related issues and/or inquiries.

Combination of Education and Experience: A qualifying combination of post-high school education in excess of the first 36 semester hours (i.e., credits received beyond the second year) and specialized experience. A combination of specialized experience and education must total 100% of the qualification requirements for this position.

Education:
Have successfully completed one full year of graduate level education, or a Bachelor's degree with superior academic achievement*.

2) Performing a full range of financial and accounting duties in accordance with legal and statutory requirements.
3) Responding to internal and external customers regarding financial operations and/or accounting-related issues and/or inquiries.
4) Providing technical support and advice to the team leads and supervisors on abnormal accounts and/or transactions for corrective actions.
5) Generating and/or downloading financial system reports and/or files for reconciliation to support month-end, year-end closing, customer and management needs.

Combination of Education and Experience: A qualifying combination of post-baccalaureate education and specialized experience that meets 100% of the qualification requirements for this position.
-OR-
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., related to the position.
