Summary

As a Design and Development Specialist you will provide support to the staff for research, prototyping, and deployment of design and digital assets.


Location of position: The Office of Customer Experience (OCE)

The OCE is responsible for embedding customer-oriented thinking into GSA's daily operations to ensure sound products and outstanding experiences are delivered to all our customers.

Help

  • Plans and executes frontend design and development projects in an agile environment using best practices in research and deployment. 
  • Applies design processes to the planning, design, and implementation of complex digital interfaces with a focus on building strategically important, flexible, and robust assets for the agency.
  • Designs, redesigns, documents, and develops web applications leveraging the full spectrum of front-end and back-end technologies and cutting-edge design patterns.
  • Applies quantitative and qualitative methods to identify problems
  • Builds, deploys, and maintains data support tools.
  • Develops research plans and development roadmaps and reports these to the staff to enhance CX processes.
  • Identifies technical issues and proposes innovative and proactive solutions
  • Conveys findings to leadership through the creation and presentation of professional documents such as Executive Dashboards, Presentations, and White Papers.

The GS-11 base salary range starts at $69,107 (based on Step 1, outside of locality pay areas) to $111,157 (San Jose-San Francisco-Oakland, CA includes locality pay). Locality pay will be determined once the duty location has been established.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Miscellaneous Administration and Program Series -0301

Specialized experience is experience maintaining, researching, designing, and completing software development projects in an agile environment and workflow.  Experience must include:

  • Independent project planning and executing;
  • Applying quantitative and qualitative methodologies to collect data to identify business opportunities;
  • Designing and implementing solution to improve program efficiency; and
  • Analyzing new areas of business opportunities of interest to the organization.  

OR

Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. from an accredited college or university.

OR

Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-09 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position. Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Skill in using frontend and backend frameworks to build functional elements on websites based on user interfaces and components.
  2. Knowledge of building and maintaining web applications to capture data used for customer experience improvements.
  3. Knowledge of the design-industry standard software programs and systems, demonstrable through examples of prior work.
  4. Skill in web application development technologies to design, redesign, document and develop web applications.
  5. Skill in applying qualitative and/or quantitative methods to assess and improve program and service delivery of an organization.
  6. Ability to develop work methods, techniques and procedures for administering program services, guidelines and procedures, and automated work processes.
  7. Skill in oral communication to deliver briefings to encourage an understanding and acceptance of findings and recommendations.
  8. Skill in written communication to prepare project and study papers for briefings to encourage an understanding and acceptance of findings and recommendations.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges: 

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

Within each category, veterans will receive selection priority over non-veterans.
