Summary

As a Smart Buildings Senior Specialist, you will serve as an expert and senior program specialist for the Smart Buildings (SB) Program.

Location of position: Public Buildings Service, Facilities Management Office.

Help

  • Plan, implement, and manage the zonal Smart Building Program, including formulating overall program budget, objectives, and tasks; performing program planning; making strategic and technical decisions regarding program goals, modifying short and long-term plans and milestones as needed.
  • Oversee the implementation of new building technologies; including Building Automation Systems (BAS) used in the construction, modernization, and reprogramming of existing systems throughout the region to ensure compliance with the national program goals and changing information technology.
  • Facilitate client based negotiated services, integrated delivery of product offerings, service management conceptualization for information assurance, identity and access management, and security operations. Facilitate the development and tracking of transport, data and access authorization and authentication levels.
  • Review new construction plans, project specifications and network diagrams to ensure building system design specifications are in conformance with national SB Directive, Technology Policy, and IT requirements, and include best BMC technology in context of building and tenants needs and unique requirements.
  • Execute and/or review system life-cycle assessments (LCA) by reviewing design specifications of existing and proposed systems to determine if the proposed design promotes operational efficiency, forward compatibility, interoperability, and convergence with future systems. Develops a cost estimate to support the LCA and funding requests.
  • May inspect sites to:
    • Identify and discuss system related issues with technicians and develop recommendations.
    • Ensure criteria for major repairs, expansions, and upgrades to the existing system(s), and or new systems for consistency with regional and national initiatives and requirements, and/or personally review SB networked technologies from a quality control perspective to inform ongoing program planning and decision-making.
  • Manage and/or participate with senior PBS management officials as a subject matter authority on operational program excellence in relation to compliance and integrity of BMC systems. Ensure that any Building Monitoring and Control IT system contracted, purchased, owned and/or operated in the Region adheres to GSA’s Smart Building Directive, Technology Policy for PBS-owned BMC systems, and other applicable guidance. Communicate performance requirements, including updates to operations impacted by new GSA program issuances, and enforces any contractual agreement with the vendor who provides products and/or services to PBS, including hardware, software and Service Level Agreements

The GS-13 salary range starts at $98,496 per year and will vary based on location.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

Specialized experience is technical experience in the requirements development, installation, analysis, technical support and use of Smart Building technologies and/or Systems (e.g building monitoring and control systems, advanced metering systems, Fault Detection & Diagnostic systems, building analytics, renewable systems, smart sensors, and/or other Operational Technologies). This experience may include:

  • Technical experience installing or managing programs involving Building Automation Systems (BAS), including experience in open communication protocols such as Ethernet, LONworks, Modbus, and/or BACnet.
  • Management of Smart Building technologies and/or systems, including designing, installing, commissioning, training, and/or providing ongoing user support.
  • Collaborating with IT staff to address systems integration issues, providing oversight on upgrades, patching, and/or operations of network infrastructure, including hardware, software, network applications and/or services.
  • Interacting with stakeholders on network architecture development to integrate technology into projects to adopt Smart Building specific strategies, and/or provide Smart Building technology solutions to senior management.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Mastery knowledge to manage, resolve, and facilitate solutions to important smart buildings initiatives and exercise program management functions.
  2. Skill and ability to influence team members and negotiate effectively with management to accept and implement recommendations where recommendations/proposals.
  3. Advanced knowledge of IT systems, remote access technology and network (e.g. Local and Wide Area Network) used to install, configure, integrate and manage building systems.
  4. Knowledge of IT and BAS sufficient to propose solutions to issues of integration and interoperability and to communicate complex technical requirements. Working knowledge of construction blueprints and IT architectural renderings, including riser diagrams.
  5. Mastery of advanced concepts, principles, and practices related to buildings management, operations and maintenance (O&M), along with repair and alteration for facilities.
  6. Knowledge of building systems including not only advanced BAS, but also HVAC, lighting, and other systems.

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
