Summary

As a Supervisory Program Manager you will be responsible for oversight and implementation of acquisition policies affecting both GSA’s customers as well as internal GSA policy.

This is a remote position located within GSA's Acquisition Workforce Division within the Office of General Services Acquisition Policy, Integrity & Workforce.

Help

  • Identifying and centralizing administration of disparate training assets and programs, leading collaboration and coordination among GSA’s Training Coordinators, managing a central repository of GSA-developed training assets, and managing the approval of training events and the process of updating transcript records for users.
  • Serves as a consultant to senior level management and provides expert advice to generate and develop new hypotheses and theories of program components to explore state-of-the art in efficiency and effectiveness of mission-critical programs.
  • Serves as an authority on all matters related to human capital and acquisition workforce planning to include strategic alignment,
    leadership and knowledge management, results oriented performance, talent management (to include: training, education, workforce development, competency assessment/development as it pertains to capabilities, building successful workforce interventions, and professional development) and accountability.
  • Supporting GSA offices in their formulation of acquisition workforce human capital strategic plans; spearheading human capital initiatives; managing all tasks; defining support requirements; developing cost estimates; preparing budgets (if needed) and schedules;
    evaluating the feasibility of concepts; resolving problems and conflicts; and coordinating projects to ensure communication with all interested parties.
  • Develops long-and short-range training plans to meet acquisition workforce objectives and allocate resources in accordance with priorities as coordinated with stakeholders. Manages resource allocations, provides alternative solutions or suggestions that will aid in
    accomplishing training/education objectives.

The GS-15 salary range starts at $136,908 per year.  Locality will be determined upon selection.

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is experience collecting and analyzing acquisition data for performance metrics and/or improvements; formulating and delivering continuous learning opportunities or training pertaining to Federal Acquisition Certification (FAC) and agency specific certifications; and conducting studies to identify issues, problems, or trends to develop training, policy, and guidelines for an organization.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of GSA’s Teaching School to be able to identify, centralize, and coordinate training and tracking efforts.
  • Skill in serving as a subject matter expert pertaining to ways to increase efficiency and improve effectiveness of mission-critical programs.
  • Knowledge of human capital and acquisition workforce matters with the ability to enhance the workforce and aid in professional development.
  • Ability to formulate acquisition human capital strategic plans, initiatives, and technical requirements with skill in oral/written communication to internal and external stakeholders.
  • Knowledge of workforce objectives and allocated resources to aid in the training and education objectives. Skill in utilizing the information for implementation of training plans.
