Help

The Cloud Operations Branch engages the business lines to meet business goals through IT "Transform" initiatives. Functions under this Center create a testing environment, which include the earlier formulation, proofs of concept, and pilot stages for building information programs.

As an Information Technology (IT) Project Manager you will perform the following duties:

  • Leads small, medium and/or large agile development efforts, including gathering requirements, working with stakeholders and managing product releases throughout the development life cycle; applies analytical processes to the planning, design, and implementation of complex information systems with a focus on developing the strategic use of the data to drive decision making.
  • Acts as the senior customer advocate/technical account manager and will acquire a full understanding of mission critical IT needs, budget constraints, risk factors, business and political pressures, and performance requirements.
  • Maintains business relationship with vendors and acts as the liaison between stakeholders to resolve issues of workmanship, quality, timely delivery and/or non-delivery, and adherence to established schedules and quality.
  • Translates unique customer IT requirements into innovative, integrated, workable solutions.
  • Ensures technology applications in use and/or being proposed address both current and future business requirements and recommends how to apply, extend, enhance or optimize the existing IT systems, programs or services.

The GS-14 salary ranges from $116,393.00 to $183,500.00 per year depending on duty location.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates “state of the art” technology of the industry.
  • Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is experience in managing and leading high visibility enterprise IT application efforts that comply with regulatory and audit standards while also meeting stakeholder goals and offering measurable cost savings or efficiencies as demonstrated by strategic operational project planning skills, innovative problem solving and solutions to complex IT and business problems, stakeholder management, and change management of vendors and client skills in highly matrixed, cross functional environments; demonstrated ability to manage regulatory compliance of IT systems; demonstrated experience in deploying high visibility IT initiatives on time and on budget; and, experience in transitioning from waterfall to Agile software development methodologies.
