Summary

Location of Position: GSA IT, Office of Public Buildings IT Services, Building Technology Services Division, Emerging Building Technologies Branch (IDPBB). This is a Virtual/Remote position. Duty location will be determined upon selection.

Duties

Help

Building Technology Services Division provides IT Project Management support for building systems projects that depend on the GSA network or require remote connectivity. This includes new Capital Projects, system migrations, and system upgrade projects.

As an IT Specialist (INFOSEC) you will perform the following duties for one of the following positions.

  • Serve as a subject matter expert and technology lead in the area of Internet of Things (IoT). Serve as a Master systems integrator with in-depth knowledge and understanding of IT networks, systems and protocols having hands-on experience with various building automation systems.
  • Collaborate with business leaders and stakeholders to define IoT roadmap and architect solutions in support of agency priorities and initiatives.
  • Translate unique customer IoT requirements into innovative, integrated, compliant, and workable solutions.
  • Contribute to business case development and the selection of technology and platform. Lead the deployment and implementation of the IoT solution across the enterprise network.
  • Manage several concurrent specific IT projects and also able to respond well to high velocity projects by working closely with stakeholders to define project scope/requirements, tasks to be performed, deliverables, and schedules.
  • Responsible for collaborating with business leaders to determine their top business problems, architecting an IoT solution that will solve the problem, contributing to the business case development to justify the ROI, selecting technology and platform vendors, and finally, leading the deployment of the solution at scale, across the enterprise.
  • Meet with stakeholders, technical and management personnel, and vendors to identify issues, develop solutions, and assess capability of current technology to satisfy IT security requirements.
  • Develop and implement programs to ensure systems, network, and data users are aware of, understand, and adhere to systems security policies and procedures.
  • Have in depth knowledge and understanding of IT networks, systems and protocols such as: BACnet MSTP, BACnet IP, Modbus TCP/IP, Modbus MSTP, RSTP LoopLonWorks, and Fox. Firm understanding of networking technologies, including TCP/IP, NetBios, DHCP, WINS, DNS, and LDAP. Hands-on experience with various building automation systems to include, but not limited to; Siemens, Honeywell, Automated Logic, Alerton, JCI, Tridium, Schneider, and Lutron.
  • Ensure confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools.

The GS-14 salary range starts at $116,393.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates “state of the art” technology of the industry.
  • Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.

SPECIALIZED EXPERIENCE REQUIREMENTS: 

Specialized experience is experience serving as an IT Project Manager with expertise in leading technology in the area of Internet of Things (IoT) by developing, implementing, and/or overseeing multi-year IT initiatives for an organization. Experience must include the following:

  • Serving as a hands on Master System Integrator (MSI) integrating and managing various complex IT network system and protocols overseeing the integration of critical building management systems such as security systems, fire protection, Heating, Ventilation and Air Conditioning (HVAC), lighting control, and access control systems to ensure smart automation of a facility is both possible and effective;
  • Having hands-on experience with various building automation systems to include, but not limited to; Siemens, Honeywell, Automated Logic, Alerton, JCI, Tridium, Schneider, and Lutron;
  • Developing and implementing programs to ensure that systems, network, and data users are aware of, understand, and adhere to systems security policies and procedures;
  • Ensuring the rigorous application of information security/ information assurance policies, principles, and practices in the delivery of all IT services; and
  • Collaborating with business leaders to determine their top business problems, architecting an IoT solution that will solve the problem, contributing to the business case development to justify the Return on Investment (ROI), selecting technology and platform vendors, and leading the deployment of the solution at scale, across the enterprise.
