Help

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework and remote work arrangements. The duty station of the selectee for this position can be anywhere in the U.S., including its territories and possessions, within the Eastern Time Zone.

Major Duties:

  • Provides support to other attorneys by reviewing correspondence and legal documents prepared by GSA services and staff offices and others for legal sufficiency or preparing such correspondence and legal documents.
  • Provides legal services including but not limited to advice on interagency agreements of all types, fiscal law, interpretation of regulations and statutes and drafting and reviewing legislation and proposed Executive Orders.
  • Serves as Deputy Standards of Conduct Counselor to provide advice to agency clients on their obligations under authorities that establish standards of conduct for Federal employees.

If selected, you must meet the following conditions:

  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.

The GS-12 salary range starts at $82,830 per year (based on Step 1, outside of locality pay areas) to $122,459 (includes Washington-Baltimore-Arlington-, DC-MD-VA-WV-PA locality pay). Locality pay will be determined once the duty location has been established.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must possess all of the following:

  • Successful completion of a full course of study in a school of law accredited by the American Bar Association and possession of at least the initial professional law degree (J.D.);
  • Bar Membership: You must be an active member of the bar; in good standing of a State, a Territory of the United States, District of Columbia or Commonwealth of Puerto Rico; and
  • Experience: Applicants should have specialized experience providing legal services to clients and /or employees. Experience includes interpreting regulations and statutes to draft and review correspondence and legal documents. Experience includes an emphasis on experience as a practicing attorney, acquired after being admitted to the bar. At least one year of this specialized experience must be equivalent to the GS-11 level in the Federal service as described above.

Applicants will be rated according to qualifications, general experience, specialized experience, demonstrated ability and willingness to meet requirements of position, and demonstrated interest in the practice area.  Eligible candidates are evaluated on your resume to assess your overall possession of the competencies/knowledges, skills, and abilities listed below.  

  1. Ability to communicate in writing to review and/or  prepare correspondence and legal documents in support of other attorneys.
  2. Skill at conducting legal research and developing legal opinions.
  3. Ability to communicate legal opinions orally and in writing to clients.
  4. Ability to communicate in writing as a legal representative of the agency.
  5. Ability to communicate orally and in writing to provide advice to clients on their obligations under the ethics rules and regulations and the standards of conduct for Federal employees.
