Within CISA, the Infrastructure Security Division (ISD) focuses on protecting critical infrastructure from all hazards by managing risk and enhancing resilience through collaboration with the critical infrastructure community, which includes private sector owners, operators, and employees; State, local, tribal, and territorial (SLTT) officials; and other Federal agencies.

The primary purpose of the position is to serve as a Security Specialist within the Office for Bombing Prevention (OBP). In this role, the professional selected will execute Counter-Improvised Explosive Devices (C-IED) capability building training, workshops, exercises, assessments and other technical assistance programs.

Typical work assignments include:

  • Executing the entire life cycle of C-IED training and awareness product and service delivery to Federal, State, local, tribal, and territorial (FSLTT) and private sector customers from initial request; to assignment, scheduling, deployment, and redeployment of resources;
  • Participating and supporting the planning, development, and execution of broad-ranging national C-IED capability enhancing programs, products, and services conducted by the Office for Bombing Prevention (OBP);
  • Assigning, scheduling, deploying/re-deploying resources, and tracking and reporting on training outcomes in the delivery of products and services to FSLTT and private sector C-IED customers;
  • Coordinating with FSLTT organizations, private sector stakeholders, and other partners in the development, implementation, and deployment of C-IED capability and capacity building products and services;
  • Working with internal CISA partners and external organizations to facilitate learning through a variety of delivery methods including, but not limited to classroom instruction, virtual training, and web-based independent studies;
  • Performing the duties of Project Manager (PM) by organizing work, setting priorities, and determining resource requirements; coordinating with other organizations or parts of the organization to accomplish goals; monitoring progress and evaluating outcomes;
  • Assisting in the preparation of decision papers, reports, and analyses on program activities for Agency leadership;
  • Remaining knowledgeable of national training standards related to training design, development,
    implementation, and evaluation;
  • Representing the agency by speaking publicly on behalf of the organization during stakeholder meetings, at subcommittees and working groups, external conferences and briefings.

A final offer of employment is contingent upon a negative drug test result. After appointment, you may be subject to periodic random drug testing.
  • You must be able to obtain and maintain a Non-Sensitive/Moderate Risk Public Trust clearance suitable for Federal employment as determined by a background investigation. This may include a credit check, a review of financial issues, as well as certain criminal offenses and illegal use or possession of drugs.
  • Current Federal employees must meet time-in-grade requirements.
  • You will continue to serve the remainder of the one-year probationary period, if required.
  • This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 U.S.C. 7501-7533 and 5 CFR Part 752, as applicable).

Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying.

Specialized Experience for GS-13: You may qualify for the GS-13 grade level if you possess one year of specialized experience at the GS-12 grade level performing the following duties:

  1. Experience in managing complete training delivery life-cycle, to include coordination, scheduling, roster management, evaluations and archival of student records;
  2. Experience in Counter-IED and Risk Mitigation training course topic areas, to include Bomb Threats, IED Awareness, Suspicious Activity and Protective Measures;
  3. Experience and knowledge in the National Preparedness Consortium, to include managing relationships with other Federal, State and Local partners in the Consortium;
  4. Preparing decision papers, reports, analyses, memos, talking points, briefings, and other correspondence.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).

Time After Competitive Appointment: By the closing date specified in this job announcement, current Federal civilian employees must wait at least 90 days after their latest non-temporary appointment from a competitive service referral certificate before promotion, transfer, reinstatement, reassignment, or detail.
