Duties

Help

The Organizational Strategy and Assessments Branch (OSAB), Office of Communications and Strategy (OCS), has two Management Analyst positions available. OSAB is responsible for executing all components of the OHR Strategic Lifecycle; leading management studies and assessments to identify opportunities for continuous improvement; and supporting a variety of NIH-level special projects. One analyst will lead the execution of the OHR Strategic Plan and associated activities and the other will lead management studies and assessments focused on identifying opportunities for continuous improvement and enhanced accountability within OHR. In addition to the duties described below, each analyst may occasionally lead ad-hoc special projects.

Management Analyst - Strategy:

  • Lead OHR's strategic planning efforts, including preparing and updating the strategic plan and related products; coordinate and liaise with OHR senior leadership and strategic goal units/teams in preparing planning and reporting documents; ensure goals and objectives are in alignment with NIH and HHS strategic goals and priorities; and develop communications on the strategic plan and associated activities.
  • Provide consultative services to OHR senior leadership in the design of individual Division/Office strategic activities that support broader OHR strategic goals and objectives.
  • Facilitate discussions and brainstorming activities with OHR senior leadership, customers, and other internal and external stakeholders that are engaging and empower leaders to act strategically.
  • Monitor and evaluate the effectiveness of the strategic plan and associated activities, making recommendations for adjustments as needed to meet short and long-term organizational goals and objectives.
  • Leverage change management principles to ensure the successful implementation of portfolio activities.
Management Analyst - Assessments:
  • Design and conduct management studies and assessments to evaluate the effectiveness and efficiency of program operations as well as administrative management policies, processes, and systems.
  • Gather, organize, and analyze quantitative and qualitative information using, and when necessary, modifying accepted methods to suit the peculiar circumstances presented by different studies and projects.
  • Recommend strategies to improve program implementation and operations.
  • Develop and deliver briefings to present findings, solutions, and recommendations to managers, and prepare option papers and similar staff reports.
  • Participate in discussions, meetings, and conferences with agency officials to secure and provide information, investigate facts, present conclusions and recommendations in order to obtain concurrence and develop alternate courses of action.

The Management Analysis Unit (MAU), Workforce Relations Division (WRD), has a Management Analyst position available. The MAU collaborates with all organizational components of WRD and their partners. As a data-first team, the MAU accesses and analyzes workforce data from a variety of sources and collaborates with subject matter experts to fully understand, contextualize, and share information that is meaningful and adds value to our partners.

Management Analyst - Data Analysis:

The Management Analyst will be responsible for a variety of deliverables such as developing insightful analytics and presentations, managing data calls and audits, providing cross-divisional project management support, and supporting organizational development and process improvement initiatives.

Qualifications

In order to qualify for this position at the GS-12 level, you must have one year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: facilitating or coordinating activities and management discussions to formulate short and long-term organizational goals and strategies; using project management principles and methodologies to establish schedules and deadlines; tracking and monitoring the status of projects and accomplishments; participating in briefings with senior leadership; conducting studies to evaluate the effectiveness and efficiency of program operations such as administrative management policies, processes, and systems; and creating communication products for internal and external audiences.

In order to qualify for this position at the GS-13 level, you must have one year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: leading strategic planning and/or change management initiatives; developing detailed project plans to lead complex projects; leading studies employing qualitative (e.g., focus groups, individual interviews, observations) and quantitative (e.g., surveys, cost-benefit analyses, feasibility studies) assessment methods to evaluate the effectiveness of policies and procedures related to the management and administration of program operations; and, writing official reports to senior management on findings, recommendations, and implementation plans for improvements to program operations.
