Summary

This position is located in the Office of Academy Operations, Office of the Deputy Superintendent, United States Merchant Marine Academy (USMMA), Maritime Administration (MARAD). This position is established to serve as a Program Manager (Level III) for contracts at USMMA. Providing technical expertise as required for all efforts executed by Government resources. You will oversee a team of professionals responsible for implementing and executing all acquisition programs in support of USMMA.

As a Campus-wide Maintenance Contract (CMC) Program Advisor, you will:

  • Utilize program management methodology to provide oversight of projects assigned. Supports all Team Leaders in the execution of their projects in accordance with sound program management principles.
  • Oversee project planning, developing, and executing effective program management techniques.  Works in coordination with directors, supervisors, and team leaders to identify requirements, develop acquisition plans, plan schedules, and define performance metrics to ensure projects successfully advance from concept to contract award through contract closeout. 
  • Develop and maintaining an integrated schedule of major deliverables and project milestones.
  • Facilitate detailed scope definition and planning for projects. Continually manage projects efforts to align with approved scope and perform detailed change control process as needed.
  • Exercise responsibility for managing and overseeing the evaluation of assigned programs and individual projects, and tracking performance measures, such as, but not limited to, Contractor performance, value to the Government, costs, lessons learned, and research results.

The ideal candidate for this position at the senior level is a seasoned professional with four years of experience and knowledge in both public sector program management and technical domains central to facilities support. Candidates with less experience will be considered at a lower grade. For all candidate, a candidate should show potential for career growth in overall supervisory and managerial experience. The ideal candidate will serve as a resource to the MARAD facilities Director and initiate tasks related to repair and restoration as well as oversee vendor activities as the project/program manager, manage specific strategic initiatives, including in the areas of task development, organizational process development, and standards development and coordination.

CONDITIONS OF EMPLOYMENT:

  • FOR GRADES 11-13: you must be able to obtain and retain a FAC-COR level 111 certification.
  • FOR GRADE 14: you must be able to obtain and retain a Senior Level Program Manager certification.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 and it must include:

  • Experience providing project management support to senior level staff.
  • Experience in customer service, written and verbal communication skills.
  • Experience utilizing building codes, Americans with Disability Act (ADA), and/or mechanical/electrical systems

To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 and it must include:

  • Experience with project management tasks such as,  project planning, resource scheduling, cost monitoring, task assignment, and timeline management under minimal supervision.
  • Experience in customer service, written and verbal communication skills.
  • Experience implementing or training with building codes, Americans with Disability Act (ADA), and/or mechanical/electrical systems.


You cannot qualify on education at the GS-12 level; you must have experience.

To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12 and it must include:

  • Experience overseeing project management planning, resource scheduling, cost monitoring, task assignment, and timeline management.
  • Experience developing and integrating policies, best practices, project standards, procedures, quality objectives, and metrics for executing and assessing projects.
  • Experience establishing program wide measures of effectiveness; developing and implementing tracking mechanisms; conducting program-wide assessments and effective communication of results.

You cannot qualify on education at the GS-13 level; you must have experience.


To qualify for the GS-14, you must have at least one year of experience equal or equivalent to the GS-13 and it must include:

  • Experience directing a team of project management professionals to develop and implement tracking mechanisms in relation to Campus-wide Maintenance Contract (CMC) programs.
  • Experience providing advice relative to a campus wide maintenance contract and other contracts as assigned.
  • Experience with acquisition planning to resolve contractual matters.

You cannot qualify on education at the GS-14 level; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Communication: Ability to clearly express ideas verbally and in writing to a wide variety of audiences in the participation in meetings and/or preparation of presentations, technical reports, correspondence, briefings and/or reviews, including such for senior Agency officials.
  • Program Management: Thorough knowledge of all functional activities and the acquisition process sufficient to ensure effective management of assigned programs.
  • Technical: Familiarity with Government procurement principles and regulations sufficient to serve as a Contracting Officer Representative (COR).
