Summary

The incumbent serves as a Management and Program Analyst for the OIT Business Integrated Outcome Services (BIOS) Office and provides business focused management analysis support by ensuring information technology (IT) infrastructure services are well defined within approved Department of Veterans Affairs (VA) systems engineering framework in support of IT Infrastructure Library (ITIL) concepts and sustainment approach.

Help

  • Incorporate service management best practices and principles and demonstrate key responsibility in advocating for effective and efficient IT service delivery in a healthcare/ benefits or business production environment.
  • Use cost estimation processes and procedures (e.g. lifecycle cost analysis) to substantiate trade-off, risk assessments and analysis of opportunities in a complex nationwide healthcare/ benefits service production environment.
  • Use and apply best practices for establishing cost estimation methodologies to ensure budget estimate traceability of requirements.
  • Develop appropriate project measurement and reporting mechanisms, project status reports, and project timelines.
  • Lead and structure a plan of action and milestones to direct activities and resources needed to mitigate risk, implement and maintain quality assurance processes, identify problems and recommend corrective action for IT service-related projects.
  • Conduct/lead reviews designed to identify/verify functional and non-functional program/ system needs in order to establish a basis for and supply input for work statements and service agreements (e.g., Statements of Work (SOWs), Performance Work Statements (PWSs), Memorandums of Understanding (MOUs) and Service Level Agreements (SLAs)).
  • Interpret pertinent corporate policies, operating procedures and workflow processes, r to resolve customer IT issues or develop and negotiate IT service recommendations.
  • Independently reviews key artifacts for accurate representation of customer's requirements to facilitate successful delivery of IT products, services, and infrastructure consistent with established VA processes and policies.
  • Interpret data arising from reviews of business and IT functions to identify trends or causality relationships in order to propose best practices or other actions intended to improve customer satisfaction.
  • Use, recommend and substantiate independently chosen data collection, analytical or modeling techniques (e.g., statistical analysis, regression analysis, or other data correlation techniques) to achieve the desired objectives of each analysis engagement, and to make reasonable, accurate, suitable, and thorough IT recommendations to customers in a complex nationwide healthcare/benefits service production environment.
  • Synthesize information from technical and non-technical sources into guidance or strategies and coordinate involvement of multiple staff resources to provide advice, management and support.
  • Ensure that IT projects or customer support requests incorporate activities that conform to enterprise Service Level Management functions, enterprise Financial Management controls and reporting, efforts for establishing oversight and auditing capabilities, and identified business requirements.
  • Participate/facilitate collaborative development of information technology/information management project strategies on behalf of large customer organizations aimed at addressing customer concerns or IT service needs by identifying potential issues, deficiencies, or risks and providing recommended actions and solutions for achieving expected outcomes.
  • Collaborate with customers and business domain owners to identify and refine IT-related project scope, requirements, and deliverables.
  • In communications recommending solutions, ensure that solutions are based on industry accepted best practices, reflect a broad understanding of IT business requirements/ management implications, and contain sufficient information and organization that they can be used for decision making.
  • Coordinate and work collaboratively with multiple departments in a fast-paced, geographically dispersed and demanding work environment to develop communications and presentations and establish and promote effective business relationships.
  • Identify, coordinate, assemble and utilize intra and inter-office resources to address customer objectives for IT service functions, availability and reliability and provide a means for establishing a constructive relationship between the customer and the IT service providers.
  • Top-level technical and organizational troubleshooting, internal communications, and customer advocacy within a complex Information Technology (IT) organization
  • Assisting with the management, development, maintenance and operations of the Information Technology aspect of the budget
  • Applying capital investment planning principles, methods, and techniques of Information Technology assessment, monitoring, and evaluation used for IT resource strategy and planning; understanding of IT infrastructure including networks, data centers, desktop infrastructure, end user operations and cybersecurity.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/06/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Top-level technical and organizational troubleshooting, internal communications, and customer advocacy within a complex Information Technology (IT) organization of nationwide reach and scope; assisting with the management, development, maintenance and operations of the Information Technology aspect of the budget; comprehensive knowledge of and skills in applying capital investment planning principles, methods, and techniques of Information Technology assessment, monitoring, and evaluation used for IT resource strategy and planning; understanding of IT infrastructure including networks, data centers, desktop infrastructure, end user operations and cybersecurity..
You will be rated on the following Competencies for this position:

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required.
