Summary
As a Management and Program Analyst, you will analyze, evaluate, and improve the efficiency of internal administrative operations, organizations, and management and plans, analyzes, and evaluates the effectiveness of program operations.

Uses qualitative and quantitative methods to assess progress and ensure the accomplishment of program goals and objectives vital to the success of the organization.
Reviews and evaluates established and proposed policies and procedures to determine impact. Formulates and evaluates possible courses of action for resolving complex issues; draws conclusions based on relevant facts; and, recommends well thought out solutions based on studies and other relevant data.
Serves as a subject matter expert; provides high level technical advice and authoritative guidance for program area. Exercises forward thinking to address and analyze problems, issues and challenges facing the operations of programs.
Determines level of efficiency and effectiveness and makes recommendations on whether to retain, modify or eliminate management policies, legislation, regulations, procedures, goals, or objectives.
Formulates and recommends additional policies or procedures, or modifications to improve the efficiency and effectiveness of current operations. Prepares a variety of comprehensive status reports, management summaries, and briefing papers that identify problems.

The GS-13 salary range starts at $98,496 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is defined as experience analyzing and measuring the effectiveness, efficiency and productivity of administrative or technical programs; applying the principles of performance measurement to develop and implement metrics that assess project and program success; evaluating organizational strategies and corresponding strategic objectives for feasibility, consistency, and impact; using qualitative information and quantitative data to conduct studies, analyze results and make recommendations on programs and initiatives; communicating technical information and key findings through oral briefings, written reports, and data visualizations.

Expert skills in written communication to prepare complex reports, to prepare administrative documents, policies, and procedures.
Skill in verbal communication in order to provide authoritative advice and guidance to: influence managers, Federal stakeholders and other officials to adopt and implement recommendations; gain cooperation and input from others on broad studies and projects; lead presentations to high ranking officials; represent the organization at meetings, conferences, and on workgroups; and provide technical assistance to Federal and non-Federal parties concerning programmatic activities.
