Duties

Major Duties: This is not an all-inclusive list

A EDUCATION TECHNICIAN, GS-1702-7, 1. Performs a variety of administrative functions in support of the Education Services Programs in a State. Administers tests, assures that tests are conducted in accordance with standard procedures prescribed in the applicable regulations, and maintains records of results achieved. Consolidates, reviews, and requests data from iMARC, and other databases. Records individual education levels against goals and documents efforts made to increase those levels. Prepares reports of program achievements and budget requirements. (25%)
2. Consolidates information recorded in monthly program evaluation reports prepared from attendance records, contracts, or other sources and puts this information into the prescribed format. Maintains and updates State Education Web Site. Maintains records in accordance with prescribed procedures, including those pertaining to, troop educational levels, enrollment, attendance, and completion data, personal interview summaries, and subsequent recommendations, testing schedules and instructions, and other information. Receives, evaluates, and certifies transcripts.(25%)
3. Maintains accountability for educational funds. Monitors expenditures and obligations against allotted budget. Checks expenditure documents for propriety, posts data, and balances accounts. Prepares requests for contracts using established procedures and readily available information. Receives and processes invoices from institutions. Recoup Federal Tuition Assistance (FTA) when applicable. Prepares requests for contract using established procedures and readily available information. Contacts vendors concerning unsubmitted bills. (20%)
4. Provides information and briefings concerning educational services such as placement tests, Montgomery G.I. Bill (MGIB), all levels (intermediate through post-graduate) of educational programs and courses, tuition assistance, and other services available to qualified personnel who have requested this information. Information provided included program/course or tuition assistance program requirements, enrollment fees and other expenses, and other information that is readily available in program brochures, government publications, or other sources. (10%)

5. May serve as the control officer for all civilian high school and college tests. Prepares required quarterly reports and audits regarding test material. Administers Army Personnel Testing (APT) (i.e. Flight Test, ASVAB, etc.). (10%)

6. In the absence of a designated guidance counselor, may advise and counsel personnel regarding educational opportunities that would complement their career or educational goals. Discusses potential benefit of course or educational program in terms of career advancement and self development. Advice provided typically involves helping personnel select educational programs or courses that are best suited to their background and goals or evaluating prior education to determine applicability to other programs when in-depth analysis is not required. Complex counseling assignments, such as assisting personnel in the definition of educational goals or weighing various educational options, are referred to higher authority. (10%)

  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS:
( GS-07 Must have at least 12 months experience equivalent to at least GS-07 and GS-06, respectively. Must have experiences or education that demonstrated of competencies - knowledge, skills, abilities, and behaviors to successfully perform the duties of the position. Basic knowledge of Army or Air Force vision, values, organization, policy, and mission is mandatory. Some knowledge in training centers, training programs, schools, and units. Have some experiences in conducting or developing education and training programs. Also, have some experiences conducting, supervising, or developing education or training programs. Basic understanding in the Army or Air Force education and training policy requirements. Some experiences in working programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Knowledge is necessary of audio-visual presentation, educational tests and measurements, and instructing techniques. Knowledge of Army or Air Force education and training programs in regard to their principles, and procedures. Limited experiences in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experiences in scheduling training events and facilities; supporting assistance visits and training meetings; or, assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Basic capabilities in communicative interpersonal skill applications and distance learning concepts. Experienced in effective communications. Have some capabilities and experiences in presenting professional courses and briefings; and near proficient capabilities in writing reports and records. Basis for Rating: Qualified candidates will be assigned to one of the following areas of consideration (AOC) based on the Minnesota National Guard Merit Placement Plan:

  • Area 1: Current On-board Title 5 Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Minnesota National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Minnesota National Guard or Office of Personnel Management agency. This does not apply to Temporary Technicians or Temporary Employees
  • Area 2: Current On-board Excepted Title 32 Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Minnesota National Guard employees who are in permanent technician status as result of being competitively hired within the Minnesota National Guard agency.
  • Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite?) from another Federal Agency nationwide who are in permanent technician status as result of being competitively hired within that agency. I.e. Title 5 employed outside of the MNNG, Title 5 USAFR.
  • Area 4: All federal re-employable eligible employees. (used as a way to attract federal experience without considering all U.S. Citizens - can reach retirees)
  • Area 5: U.S. Citizens (to include current ARNG and ANG members.)
Basis for Rating Area 5: Qualified candidates will be assigned to one of three quality categories: Best Qualified, Highly Qualified and Qualified. Veteran preference eligible are listed ahead of non-preference eligible within each quality category.
  • Best Qualified. Candidates in this category possess exceptional skills and experience to exceed well above the minimum requirements for the announced position.
  • Well Qualified. Candidates in this category possess good skills and experience above the minimum requirements for the announced position.
  • Qualified. Candidates in this category meet the minimum experience requirements for the announced position.
