The Veterans Service Representative (VSR) explains benefit programs and entitlement criteria, analyzes claims material, identifies issues, gathers relevant evidence, conducts interviews to adjudicate claims and inputs data necessary to generate the award and notification letter to the veteran describing the decision. Specifically, the VSR will:
Make determinations as to the eligibility for the type of benefit sought to include questions relating to adequacy of military service, medical evidence, and the evaluation of evidence of income, employability, dependence, and relationship.
Request examinations, re-examination, or opinions to evaluate disabilities resulting from diseases or injuries.
Review claims cases to assure all issues have been addressed, applies, and interprets VA laws, including veterans' case law, existing statutes and procedures, precedent rulings, and state law in the adjudication process.
May conduct interviews in person or by phone with veterans, representatives, and advocates to explain the full range of VA benefits and related programs.
Prepare and release correspondence for use by other federal, state, and local agencies.
Utilize various electronic data processing (DEPP) systems to input data for processing claims and generating automated correspondence.

GS-09: You must possess at least one year of specialized experience, equivalent in difficulty and responsibility to the GS-07 level in the Federal service that include:
Interpreting laws, regulations, or procedures to analyze evidence to make with recommendations; and
Following procedures to process eligibility claims for benefits such as but not limited to: disability, worker and unemployment insurance compensation, insurance, loans, education, or retirement programs.
Education Substitution: Applicants may substitute education for the required experience for the GS-09 level. To qualify based on education you must have: A Master's or equivalent graduate degree, 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related fields of study. (You must provide transcripts); ORa combination of the required experience and education for this grade level.
GS-10: You must possess at least one year of specialized experience, equivalent in difficulty and responsibility to the GS-09 level in the Federal service that include:
Asking questions relating to military service or medical evidence to make determinations as to the eligibility for programs;
Reviewing claims or cases to assure all laws have been laws addressed in the adjudication process; and
Informing claimants of all evidence requirements needed to further process a claim for benefits and/or services.
Education Substitution: Applicants may substitute education for the required experience for the GS-10 level. To qualify based on education you must have: Two and a half years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. Graduate level education must demonstrate the competencies necessary to do the work of the position. Applicants may substitute education for the experience required for the GS-07, GS-09, or GS-10 level.
Applicants may also combine education and experience to qualify at the GS-07, GS-09, or GS-10 level.
To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-07. You must meet the requirements for one of the following categories to be eligible.
1. A current permanent competitive service employee; former Federal employee who achieved career status in the competitive service; or former Federal employee who served on a career conditional appointment without achieving career status in the competitive service who was separated less than three years ago. This includes applicants who have not previously held, or currently hold this position and grade with the same promotion potential as announced for this announcement. You must submit an SF-50 that shows competitive service eligibility to be considered.
2. A Veteran applying under the Veterans Employment Opportunity Act (VEOA), must submit a copy of your DD-214 showing an honorable discharge to be considered. To be eligible, a veteran must be honorably separated and either a preference eligible or have substantially completed 3 or more years of active service. NOTE: Current employees applying under VEOA must submit a qualifying SF-50 to show they meet time-in-grade requirements.
3. A 30% or more Disabled Veteran. You must submit your DD214, a completed SF-15, and letter from the VA dated 1991 or later to be considered.
4. VRA- Veterans eligible for a Veterans' Recruitment Appointment (VRA). You must submit a copy of your DD-214.NOTE: VRA only applies to positions at the GS-11 level and below.
5. Military spouses are eligible if their spouse: 1) is an active duty member of the Armed Forces; 2) is a member of the Armed Forces who retired or separated with a disability rating of 100 percent; or 3) died while in active duty. Please submit supporting documentation to be considered (e.g. active duty orders, marriage verification, SF-15, DD-214, disability letter from VA, etc.)
6. Schedule A: Documentation of eligibility under Schedule A can be obtained from a licensed medical professional; a licensed vocational rehabilitation specialist (i.e. state or private); or any Federal agency, state agency, or agency of the District of Columbia or a U.S. Territory that issues or provides disability benefits. This letter must be separate from any Veterans Preference documentation.
7. A Former Peace Corps or VISTA Volunteers Appointment. Please submit documentation to be considered.
8. Other non-competitive authorities (please see announcement language for applicable authorities)
9. A current or former Land Management Bureau employee who has served at least 24 months under a time-limited competitive appointment who is eligible for appointment under the Land Management Workforce Flexibility Act
Active Duty Service Members- You must submit a statement of discharge/certification of release or an official written document from the armed forces that certifies you are expected to be discharged or released from active duty service in the armed forces under honorable conditions no later than 120 days from the date the certification is signed. Enlisted Record Briefs and military identification do NOT qualify as official documentation.
