Duties

Help
  • Develop and implement operational and planning analysis in support of organizational lines of effort.
  • Analyze and interpret broad directives and policies from higher authority on organizational management, collection management, intelligence program objective memorandum (POM) planning, and requirement programs.
  • Manage “business aspects” of the Directorate’s mission and utilization of resources to ensure that all Directorate divisions have the requisite resources to meet organizational requirements.
  • Present and negotiate acceptance of the organization’s position on controversial issues to high level decision makers at key customer elements; justify and defend resources required to accomplish critical long-range projects.
  • Perform the full range of supervisory and managerial duties. Technically and administratively supervise a mix of civilian, military, and contract personnel performing professional, and technical work in complex intelligence collection management.
  • Oversee manpower, equipment, facilities, budget and other resource requirements needed to satisfy and staff the Directorate’s requirements and needs.
  • Represent the Directorate and its resource position in the Command budget formulation and execution forums by ensuring clear communication of in-year and future year defense planning resource requirements to support accomplishment of mission.
  • Conceive, plan, and direct highly technical organization mission. Develop solutions to complex technical problems and coordinates those solutions with higher and lateral headquarters for DoD and IC-wide application.
  • Establish and implement Directorate’s compliance programs.
  • Analyze broad and complex issues as they relate to requirements management, collection management, POM/Budget planning and execution, facilities, contract management, outreach management, funding requirements, and policy related issues.
  • Develop program trade-offs, compromises, and alternate courses of action to ensure compliance with applicable laws and regulations and the continued success of AFC programs.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • May require Temporary Duty (TDY) travel to locations both within the continental United States (CONUS) and outside the continental United States (OCONUS) up to 20% of the time.
  • Two year trial/probationary period may be required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that demonstrates senior level decision making and leadership of a large intelligence focused organization which includes a practical knowledge of intelligence requirements analysis to develop, analyze, and evaluate new or emerging military intelligence requirements as demonstrated by experience performing a combination of all of the following: 1. Defining intelligence concepts and capability needs. AND 2. Supporting Technical assessment of Budget and Program Element (PE) Level and Program Objective Memoranda (POM) development. AND 3. Planning and/or coordinating research from multiple sources to produce recommendations impacting intelligence requirements. AND 4. Leading large organizations through multiple subordinate/intermediate managers/leaders to accomplish intelligence integration and requirements efforts. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-14). Specialized experience is progressively responsible experience and is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
