Duties

Help
  • Exercises supervisory controls, both full technical and administrative, with responsibility for making assignments, observing progress, rating performance and approving leave.
  • Plans and assigns work and evaluates performance.
  • Counsels and instructs employees on counseling and administrative matters.
  • Provides technical advice and assistance to managers on matters associated with work planning and budget preparation.
  • Prepares/assists with the formulation of the budget by analyzing non-resource work plans, determining program/project costs, calculating overhead assessments, reviewing proposals to ensure compliance, consolidating proposals into a budget proposal.
  • Responsible for coordinating and accomplishing a variety of support services functions, which includes procurement, human resources, office functions, property management, computer services, and enrollee administration.
  • Supervises the Purchasing Agent who is directly responsible for purchasing or contracting for supplies, equipment, and services.
  • Maintains supply source catalogs and requisitions supplies, equipment, etc.
  • May serve as Contracting Officer's Representative (COR) for Center contracts, e.g., pest control, sanitation services, etc. including requests for contract action, payment documents and negotiation attempts.

Qualifications

Specialized Experience Requirement:

GS-6: One year of specialized experience equivalent to at least the next lower grade level (GS-5); or one full year (18 semester/27 quarter hours) of successfully completed graduate level that is directly related to the work of the position (such as Business or Public Administration, or other administrative or management fields related to the position being filled); and/or combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university.

Examples of specialized experience are: Assembled monthly expenditures for operating budget reporting; Reviewed correspondence for grammatical accuracy; Purchased, received, and distributed supplies and special order items, including reconciling purchases in a database and monitoring when additional supplies needed to be ordered.

GS-7: One year of specialized experience equivalent to at least the next lower grade level (GS-6); or one full year (18 semester/27 quarter hours) of successfully completed graduate level that is directly related to the work of the position (such as Business or Public Administration, or other administrative or management fields related to the position being filled); and/or combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university.

Examples of specialized experience are: directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.; monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization; and directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.

GS-8: One year of specialized experience equivalent to at least the next lower grade level (GS-7); or two full years (36 semester/54 quarter hours) of successfully completed graduate level that is directly related to the work of the position (such as Business or Public Administration, or other administrative or management fields related to the position being filled); and/or combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university.

Examples of specialized experience are: Working as a management analyst or other related occupation that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Providing guidance on current planning and budget directives and providing updated cost figures. Overseeing the purchasing and/or contracting of supplies and equipment. Serving as an expert on personnel matters and/or responsible for leadership and direction of functions relating to mail services, typing services, space allocation and property management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
