Duties

Help
  • Develops unit prices for use in fair and reasonable contract estimates for all projects in the district.
  • Develops estimates by evaluation of plans, labor, indirect costs and material requirements.
  • Advises or consultant to higher graded engineers on construction, indexes, designs and negotiations.
  • Serves as a Cost specialist in performing cost risk analysis activities, ensures that appropriate risk analyses are performed to identify the amount of contingency added to a project cost estimate to reduce the uncertainty to an acceptable level.
  • Prepares estimates and designs layouts of various types of structures and projects under consideration in the preliminary or survey report stage of development.
  • Construction and design problems of this type include such structures as breakwaters, groins, dams, spillways, outlet works, bridges, walls, locks, and various types of gates
  • Develops and consider alternate schemes and to recommend selection of the best design based on simplified construction analysis, reference to precedent cases and the proper application of technical theories.

/GS-5 Specialized Experience: I have one year of specialized experience equivalent to the GS-04 grade level in the Federal service which includes developing quantities, reviewing construction drawings and preparing parametric cost estimates.

GS-6 Specialized Experience: I have one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes reviewing construction drawings, preparing parametric and detailed cost estimates and applying construction means and methods when developing government estimates.

GS-7 Specialized Experience: I have one year of specialized experience equivalent to the GS-06 grade level in the Federal service which includes assisting senior estimator on preparing government estimates for a variety of planning, design and construction projects.

GS-8 Specialized Experience: I have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes technical work such as applying advanced methods and technical engineering techniques to develop estimates based on detailed drawings and specifications for civil works projects.

GS-9 Specialized Experience: I have one year of specialized experience equivalent to the GS-08 grade level in the Federal service which includes preparing preliminary estimates on unit prices for a wide variety of projects including breakwater structures, storm water flow control structures (locks, dams, gates, channels, etc.), highway and utility construction, environmental restoration, building renovation, preparing cost estimates of various types of structures utilizing RS Means data and computer aided estimating software; review cost estimates prepared by Architect-Engineer firms.

GS-10 Specialized Experience: I have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes effectively utilizing RS Means data and Computer aid Cost Estimating software independently, reviewing costs estimates prepared by Architect-Engineer firms and preparing detailed responses to provide feedback, completing preliminary estimates on a wide variety of projects, developing Estimate quantities, performing work independently, and reviewing construction documents and providing feedback to designers on Constructability.

GS-11 Specialized Experience: I have one year of specialized experience equivalent to the GS-10 grade level in the Federal service which includes effectively utilizing RS Means data and Computer aid Cost Estimating software independently, reviewing costs estimates prepared by Architect-Engineer firms and preparing detailed responses to provide feedback, completing preliminary estimates on a wide variety of projects, developing Estimate quantities, performing work independently, and reviewing construction documents and providing feedback to designers on Constructability.

Education
