Summary

As a Supervisory IT Program Manager, you will serve as the division director responsible for governmentwide programs that evaluate, incubate, and launch innovative products and services.


Location of position: General Services Administration (GSA), Federal Acquisition Service, Technology Transformation Services (TTS), Office of Solutions division internally known as the Accelerators Portfolio.

Duties

Help

  • Oversees and manages a collection of technology products and programs as investments of taxpayer funds to incubate and launch select ideas for the  improvement of government and/or public services such as cross-functional interagency collaborations for improved public benefits services.
  • Actively plans and directs strategies and initiatives to engage the public and government in dialogues, idea generation and other collaborative activities related to the division’s mission. 
  • Implements initiatives to design, operate, and evaluate new and/or close existing programs in alignment with TTS, GSA, administration, and congressional goals. 
  • Builds budgets and evaluation frameworks for investments based on expected impact and effective risk management.
  • Collaborates with TTS leadership to align priorities and opportunities for the division program portfolio within the broader organization’s strategic objectives. 
  • Creates and maintains partnerships with other government agencies, media, and industry partners to support accomplishment of the program portfolio’s goals and objectives.
  • Manages a division and supervises a staff including multiple branch supervisors, program analysts and technologists.
  • Provides authoritative advice, guidance, and expertise in governmentwide programs that evaluate, incubate, and launch early stage innovative products and services.

The GS-15 salary range starts at $136,908 per year.   

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below:


IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
  • Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is experience:

  • Leading the overall planning, management and direction of digital research and development of early-stage digital products and services, identifying “product-market fit” and identifying strong candidate products and ideas for further development;
  • Creating or evaluating business plans, product roadmaps and operational plans for digital products;
  • Navigating a complex organization that follows rules and regulations or a federated structure, and building alignment with a complex network of internal/external stakeholders, customers and partners; and
  • Supervising cross-functional team members representing a variety of technical professional disciplines.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Mastery of, and skill in applying, advanced IT program, product, and services management and associated IT principles, concepts, methods, standards, and practices sufficient to evaluate, incubate, launch, and transition new or improved government IT products, services, and programs; identify, evaluate, and select ideas for investment of taxpayer funds and improvement of government information technology management and/or public services; influence important agency IT policies or products, programs, and services; and employ skill in managing and overseeing project plans, monitoring activities, and facilitating resources to mitigate risks, make improvements, and/or resolve unforeseen problems and optimize resource allocation (e.g., money and people).
  • Mastery of, and skill in supporting or applying interrelationships of multiple IT specialties (e.g., IT policy, IT planning, IT communications, emerging technologies) and related specialties to initiate and lead activities surrounding business processes, programs, products, and services.
  • Oral and written communication techniques to communicate complex technical requirements to technical and non-technical personnel and non-IT stakeholders and prepare and present briefings to senior management officials on complex, controversial, and/or high-profile issues subject to high-level and/or public scrutiny and similar considerations.
  • Expert knowledge of IT project management principles, methods, and practices as they pertain to IT solutions development and improvement, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments.

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
