This position is part of the Data Science and Artificial Intelligence Branch (DSAIAB). DASAIAB collects over 350 million daily data points and performs approximately one million advanced calculations per day to assist in decision making for the Division of Technical Resources (DTR). Join a team of Data Scientists and Engineers providing data management for the NIH Central Utility Plant (CUP), the Cogeneration plant (COGEN), and the Central Utility Distribution System.

Duties

Help

As a Data Scientist in DTR, you will:

  • Apply advanced knowledge of the concepts, methods, and techniques of the specialized field of data science to provide technical expertise on data quality functions and activities in support of the design, construction, commissioning, and operations of NIH facilities.
  • Lead the technical efforts of data collection and analysis with assistance from other data scientists and report and recommend findings and solutions to the head of the Data Science and Artificial Intelligence Application Branch.
  • Serve as an advisor to the DTR and ORF on all aspects of data quality for NIH aseptic facilities.
  • Coordinate the technical, day-to-day processes for data protection by developing strategies for permissions management, data classification, identity and access management, threat detection, and security analytics.
  • Implement predictive modeling processes that optimize operations and maintenance and other outcomes.
  • Develop and provide insights from both the structured and unstructured data to help shape or assist DTR management in making the appropriate decisions to reach expected outcomes.
  • Lead or participate on teams of subject matter experts and staff members involved in addressing specific data quality issues and activities.

Qualifications

Basic Qualifications for a GS-1560 position:
In order to qualify for a Data Scientist GS-1560 position, you must:
A. Possess a Bachelor's degree, or graduate/higher level degree with a major study in mathematics, statistics, computer science, data science, or a field that is directly related to the position.
OR
B. Possess a combination of education (at least 30 semester hours) and additional appropriate/related experience that is the equivalent to a major in mathematics, statistics, computer science, data science or a field directly related to the position.

Additional Requirements for a GS-1560-12 position:
In addition, in order to qualify for a Data Scientist, GS-1560 position at the GS-12 level, you must have 1 year of specialized experience equivalent to the GS-11 level obtained in either the private or public sector that included the following tasks: organizing large amounts of structured and unstructured data sets using data analytical tools; creating data collection and analysis tools while utilizing programming languages and environments (e.g., R, Python, SQL, Scala, Java, C/C++, Julia); assisting in the implementation and creation of machine learning-based tools or processes; providing data visualizations to an organization using box plots, density plots, histograms, scatter plots, etc.

Additional Requirements for a GS-1560-13 position:
In addition, in order to qualify for a Data Scientist, GS-1560 position at the GS-13 level, you must have 1 year of specialized experience equivalent to the GS-12 level obtained in either the private or public sector that included the following tasks: managing large amounts of structured and unstructured data sets using data analytical tools; creating and implementing data collection and analysis tools while utilizing programming languages and environments (e.g., R, Python, SQL, Scala, Java, C/C++, Julia); using machine learning to build predictive algorithms; providing data visualizations to an organization using box plots, density plots, histograms, scatter plots, etc.; collaborating with senior data scientists and organizational staff to identify and resolve data quality issues.

You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.

  • This position is designated as an "emergency essential" position and the selected candidate will be considered an "emergency essential" employee and will be required to be available, ready, willing, and able to report for duty under all circumstances (e.g., inclement weather, government closings and holidays, lapses in appropriations, non-emergency and emergency situations) for operation 24 hours a day and 365 days per year coverage.
