As an IT Program Manager, you will develop, implement,  and/or oversee multi-year IT initiatives carried out through multiple projects.

The GSA IT Office of Digital Infrastructure Technologies is responsible for leading and executing IT infrastructure projects.

You will be responsible for performing the following duties:

  • Managing or overseeing a variety of duties related to the implementation of long-term IT projects, IT security policies and program performance measures.
  • Implementing state-of -the-art or emerging cyber security processes to complete projects.
  • Supports the work of contracting officers and acquisitions staff.
  • Directs the work of project team members and contracted employees ensuring cyber security and technical requirements are met.
  • Exercising judgment to coordinate multiple projects; develop solutions; apply quality assurance measures; manage program budgets, determine effective and efficient measures and deliverables to meet stakeholder's needs.

The base salary range for GS14 starts at $116,393.00 per year. Locality pay will be determined upon selection.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates “state of the art” technology of the industry.
  • Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.

SPECIALIZED EXPERIENCE REQUIREMENTS: 

Specialized experience is defined as experience 

in Information Technology (IT) program management establishing and maintaining a process that involves identifying, prioritizing, tracking and reporting on enterprise IT projects and risks. Experience must include the following:

  • Serving as a liaison with IT technical subject matter experts to mitigate cybersecurity risk and monitor high-profile IT initiatives;
  • Working with procurement activities including Market Research, Cost Estimates and Statement of Work creation; and
  • Preparing and delivering briefings and communications to senior executives and stakeholders.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities. Your responses to these questions must be supported by your resume or your score may be lowered.

  1. Ability to lead, coordinate, communicate and integrate the overall success of IT programs. Skill in project selection, prioritization, evaluation and monitoring, cost schedule management, risk management, quality assurance, and resource allocation.
  2. Ability to guide the work of contracting officers and acquisitions staff in major system purchases. Ability to ensure quality, cyber security and technical requirements. Knowledge of agency and Federal acquisition management policies and contracting methods to evaluate contractor proposals and monitor performance.
  3. Ability to effective communicate orally. Ability to provide concise written communication. Skill in presenting to stakeholders. Skill in working as a liaison with IT technical subject matter experts to mitigate cybersecurity risk and monitor high-profile IT initiatives.  
  4. Knowledge of contracting requirements. Skill in evaluating and directing the development of cybersecurity documentation, contracting requirements and program budget oversight.
